j) Letter to the Board from Millis Board of Selectmen re: Material Recovery
Facility.
- The Clerk read this letter; Michael Morizio, who has attended the Millis
meetings and Mansfield's Solid Waste Study Committee which asked him to
keep in touch with this project, said to date they have lined up an engin-
eering firm and have their eye on a site. They expect a commitment letter
from DEQE to support them for reimbursement next week. Millis now has to
find a law firm to draw up a contract; Rep. Vernon is supportive. The
plan is to determine fees according to population; a town must have a
mandatory recycling law in order to receive State funds.
Selectman Dunn said he feels Millis is geographically feasible for Mans-
( field and would support it. Mike Morizio said Millis will only accept
a limited number of towns. All Board members supported the concept, but
Chairman Harrington said he would like to wait until a recommendation is

5. Workshop
a) This Selectmen meeting was not televised due to its being a workshop.
Members of the Planning Board were present because they did not have a
quorum for their regular meeting. The Planning Director, Mike LaCasse,
discussed the West Mansfield land swap proposal (see Correspondence).
Mike had various ideas about the swap and what could be done with it, but
overall felt just to receive 15 acres vs. 5 is advantageous; he questioned
the feasibility of the well site possibility, however. Chairman Harrington
asked him to put his recommendations in writing for the Board.
Chairman Harrington also told Mike how sorry the Board /Town is to lose him,
but wished him well in his endeavors (going into consultant work for him-
self).
b) Selectman Tartufo then expressed the need for the Board to discuss the
Master Plan and give considerations and comments back to the Planning Board.
He said it is a plan for the town's future and some things will have a def-
inite impact on the town. Brief discussion indicated the Board does not
approve of the proposed 7 -story buildings. Selectman Tartufo brought up
aesthetics, waste, inspections, taxes, etc. Chairman Harrington suggested
that each Board member write their comments on the Master Plan to the Plan-
ning Board for it to have for their public hearings. It was then suggested
that the Board of Selectmen have a Master Plan Workshop for their November
30th meeting and invite Kelli Spedden - Baker, provided the Planning Board
hearings are not scheduled earlier.
c) Discussion then drifted to ballot quesitons for the Presidential election,
in general.
