MINUTES OF MEETING
OCTOBER 19, 1988
PRESENT: Chairman Harrington; Selectmen Tartufo, Levine, Dunn; Town Manager
The meeting was convened at 7:12 P.M. for an Executive Session; the regular
opened at 7:45 P.M.
- EXECUTIVE MINUTES TYPED SEPARATELY -
Solid Waste Studv Committee
Michael Van Splinter, Chairman of this committee, was present to give an up-
date of the committee accomplishments. He said they meet twice a month and
were planning an interim report in six months with a final report in nine.
They are reviewing recycling of paper, composting of yard waste, liquidation,
industrial waste education. He said it appears today that a 100 ton per day
incineration plant in Mansfield would not be feasible; a breaking point would
be 2 -221 tons. The volume of ash would represent 50% of the volume produced
which would require a landfill and the DEQE is taking a somewhat negative view
of small municipal programs. The planned Taunton facility is at least 221 years
away from firing up; they will have a presentation to Mansfield's committee
November 2nd. Until Mansfield's BFI contract expires, anything the study com-
mittee recommends will be added cost. They will make a formal recommendation
in January or February; they are planning a side trip to a Millbury, Mass. site
on Saturday.

are. It also showed the success of Selectman Markt's committee in making
recommendations and receiving support. The School Superintendent was also
commended for seeing a method for compromise in cutting the amount needed
for the school. The land acquisition for a well site is very important no
