b) Chairman Harrington said a call was received from Susan Donovan, Ware
Street, advising that the quality of water had been cloudy this week,
and particularly so today; she had received calls from neighbors, some
of whom she had never heard from before. The Town Manager, who had been
advised also, said there is no explanation, but they will continue to pur-
sue the problem. The flushing program will begin Sunday night in East
Mansfield.
6. New Business - Town Manager
a) Town Meeting authorized expenditure of $305,000 for purchase of needed
highway equipment. The department received favorable bids and now has
a surplus of $78,000 and are asking for additional equipment: 2 sand
spreaders that fit inside a dump truck; cost approximately $11,000 each.
Tom asked for both Board and FinCom approval. The second item: asked for
was a sidewalk snow plow at a cost of approximately $40,000; the present
one is twenty -one years old and needs repairs.
The Town Manager voiced a concern over the Town's manpower problem and
the effectiveness of plowing after the first day of a snowfall is a ques-
tion. Discussion followed as to alternatives, type of snow plow, etc.
resulting in the Town Manager being asked to check other towns in the
area. Tom said he feels the sanders are important and needed. The Chair-
man asked the Board to make a decision in two weeks on the sidewalk plow
and next week on the sand spreaders. Both decisions should be forwarded
to the Finance Committee.
b) Tom reported a concern with a number of intersections in town without any
traffic control. He had asked for a police recommendation of where STOP
signs are either missing, or should be and never have been placed. Upon
receipt of said report he had ordered signs be put up as recommended and
said he was not aware that they required Board approval or that the re-
quest must also go for State approval. Residents had called Selectmen
over the weekend wanting to know who chose the locations and inquired
about the cost, etc. Tom said he was concerned about Town liability if
there were to be an accident at an intersection without appropriate sign -
age.
Chairman Harrington said he would like each Board member to have a copy
of the list to review and be able to comment. In the meantime only STOP
signs previously approved by the Board and State be installed. Bill
Madden, who was present, mentioned a sign which had been put up at Win-
throp and Warren which, he said, he would like removed. The Town Manager
wiTl check this tomorrow morning.
c) A report from Acting Town Engineer, to Tom, indicated the Maple Street
water line has been completed and is in service; this should greatly im-
prove water pressure in the northeast section of town. Selectman Levine
asked if this could affect the East Mansfield problem - pressure change.
