ground at 77 West Street, CC &F Industrial Park. The use relates to their
analysis of fibers and fabrics, etc.; the materials stored are various sol-
vents. The Fire Chief has inspected the facility and has approved the appli-
cation. A representative of Albany International Research was present and
provided this information.

ing was closed.

Public Hearing /Dog Complaint
The Clerk read the Complaint of Vicious or Barking Dogs as presented by Mr.
Steven McLellan; the dog owner is Jerome Wieczorek of 111 Williams Street.
Both parties were present. The Dog Officer's statement and recommendation
was also read; his conclusion was that "for the safety of the abutters .
the dog should be removed from the premises and the Town of Mansfield. Mr.
McLellan's complaint was that the dog has chased and frightened members of
his family, and others (he lives next door to the Wieczoreks). The Dog Offi-
cer had ordered the dog be penned for ten days, he was not, and the dog barks
until 11 P.M. every night.
Mr. Wieczorek objected to the Dog Officer's statement that he does not take
things seriously and, he feels, the problems are caused by the complainant.
Mr. Wieczorek's daughter claimed the dog is her4,sSheis experienced with
animals, has worked for the Humane Society. Mr. McLellan said three people
have been threatened on his property, one bitten. He has only lived there
since June; the Wieczorek's said prior to the McLellan's house being built,
the dog had been accustomed to running free on that property, but they are
trying to teach him to stay at home. Jim Robbins, of Cable TV Iii was pres-
ent, said he is both a son -in -law and brother -in -law of the Wieczoreks and
has no problem with the dog. The hearing was closed.
* MOTION: Mr. Wieczorek is to restrict the dog, the same as anyone else in
the community. If there are any further complaints, then it will

Joint Meeting /School Committee
Chairman Harrington opened by reviewing the reason for this meeting, basic-
ally as a follow -up of the August 10th meeting when the School Committee was
present to request a Special Election Y$ once again for their Override ques-
tion for new school funds. The Chairman advised that Selectman Dunn had a
business meeting but hoped to arrive in time, so that the issue may be re-
solved tonight. The Board wants to schedule both the school funds and the
well site acquisition questions for override. Supt. Moran pointed out that
it really is only one Override with two questions.
Joanne Begley, Chairman of the School Committee, stated that in just the past
ten days there has been an increase in enrollment. Chairman Harrington asked
for the number of withdrawals vs in- coming. Supt. Moran said there is clear-
ly a net gain every year. Joanne said the School Committee was vote:was 3 -2
they_ feel a single election for their question is in their best interest,
but rather than no go, they will agree with the combined. Chairman Harring-
ton said he believes the water issue is the most important issue facing
Mansfield. The water question is needed first and foremost, but he is sup-
portive of the school issue and very much wants both questions to pass; he
cannot support separate elections. The Board wants to make it convenient
for the voters and feels it needs to deal with the voters honestly. Select-
men Markt and Tartufo agreed with this principle.
Superintendent Moran said there are safety issues in the Park Row and
Rolling Green schools now due to crowding. Selectman Tartufo said he would
like the School Committee to discuss what increase in taxes will be, with
the Finance Committee, especially if the Town does not receive 67% reim-
bursement (dollar input).
The Chairman of the FinCom was present and said his committee had met last
night. His committee has a problem with the amount the School Committee
is asking for and would like to meet with the School Committee. Chairman
Harrington pointed out there is less than two weeks for a final dollar
amount, and he wants the Selectmen to meet next week, with at least four

members present (2/3 vote required), to vote on the ballot questions.
10. Old Business
a) Selectman Tartufo reported on a meeting he attended with town business
people and the Chamber of Commerce. The Chamber will do some research
and then meet with the Town Manager and Police Chief.
b) Selectman Tartufo addressed the recent discussion on extending sewer
lines in East vs West Mansfield, He feels the Board needs to listen to
recommendations of other committees /boards, particularly the Board of
Health; he thinks their response would be valuable. Decision was made
to contact the Board of Health regarding the Planning Board's efforts
(as spelled out in its Memo to the Selectmen in this week's Correspond-
ence), then ask the Board of Health to meet with the Selectmen.
c) The Chairman asked the Town Manager for an update on what is being done
concerning office space. Tom said he is trying to have the Highway office
building finished first; in -house office space work is next.
d) Selectman Markt asked about the King Street situation. The Town Manager
said he had sent a letter to the Coffeys stipulating that they bring in
a petition. Selectman Tartufo said he does not think that should be re-
quired; if it is a road, it should be open.

land which was on the Town Meeting Warrant and did not receive what the
Moderator said should be a 2/3 vote, has been addressed by the resident's
attorney who said a 2/3 vote is not required; it only needs a majority vote.
Chairman Harrington asked, does the Town want to pursue this or shall the
resident's attorney take it to court? The decision was to ask for Town
Counsel opinion, if the resident is willing to wait another two weeks.
