6. Anderson - Nichols
Paul Howard, of Anderson - Nichols, was present to update the Board on their
findings and recommendations concerning the dirty water problem, particu-
in the East Mansfield area. Each Board member had received a copy of Ander-
son-Nichols's letter to the Town Manager concerning their proposal for a
water quality study in two phases, along with costs for same. Phase I will
address a short -term plan to minimize the dirty water problems in the East
Mansfield area; this will include recommendation of a more intensive and
frequent hydrant flushing program in the affected areas. Phase II will ad-
dress the long -term plan to improve water quality in the distribution sys-
tem. They plan to perform an alternative water treatment study and provide
recommendations for treatment where appropriate. Estimated lump sum pro-
ject costs $13,800.
Chairman Harrington asked what is the black substance, is it manganese?
He was told it is iron, manganese, corroded cast iron pipes. Paul Howard
said that area should have a comprehensive hydrant flushing program four
times per year for the short -term; long -term requires a look at water
quality in the wells and at polution control.
When asked how long the two phases would take, Paul advised two weeks for
Phase I, three months for Phase II. Paul said he does not think there is
anything in the water that would be harmful. Selectman Dunn asked about
the lime injection system; Paul said quality of lime varies greatly.
The Town Manager reported there is -a balance in a water study appropria-
tion which would cover both these studies. Basically, the affected areas
are probably 60 to 70 years old. Anderson - Nichols will quantify the level
of iron and manganese, then possibly recommend treatment. They made a
recommendation of priority pipe replacement throughout the town in 1986.
Mrs. Donovan, an East Street resident, was again present and asked a few
quesitons.
MOTION: To go forward as presented in the Town Manager's Memorandum.

d) Selectman Dunn reported on the MEPA (Mass. Environmental Protection
Agency) Information Meeting held in the Mansfield Tom Hall the previous
Friday which pertained to development of a waste -to- energy plant proposal
for Mansfield by a private developer. Selectman Dunn said he had attended
and voiced his concern regarding size, etc. He went on to say the Town
should start to look seriously at regulating size of such a facility and
strongly urged the Board to take a close look at this. One of his con-
cerns is that the developer can have a plant whether or not Mansfield
uses it.
Some discussion centered on going forward with the recommendations of
the Solid Waste Committee report. Selectman Dunn felt Mansfield wants
to satisfy its own problems and suggested doing it, possibly, on a re-
gional basis.
* MOTION: To take a position to reject any proposal by private develop-

a responsible position to satisfy its need and needs of the
