BOARD OF SELECTMEN 1.
MINUTES OF MEETING
JULY 20, 1988
PRESENT: Chairman Harrington; Selectmen Tartufo; Town Manager
Selectman Dunn arrived at 8:22 P.M.
1. The meeting was called to order at 7:35 P.M. and the Flag saluted.
The Chairman said, lacking a quorum (Selectman Levine on vacation; Select-
men Markt and Dunn have business commitments, but Selectman Dunn expects
to arrive shortly), we will cover discussion until a quorum is attained.
2. Black Water Problem
The Town Manager reported that Anderson - Nichols had come in Monday and re-
viewed the Cable TV tape of the Board's July 14th meeting, and they then
went out to discuss the problem with a couple of residents. They are now
putting together a "scope" letter which will cover a short -term solution
and recommendations, and a long -term picture. Chairman Harrington said he
feels it would be advisable to have the consultants present when their letter/
report is ready.
The Town Manager said there was a minor problem Friday which only lasted a
few hours; the Acting DPW Director took water samples. Again, the Chairman
said he prefers that the water consultants are scheduled as soon as possible
and asked Tom to contact both Mrs. Donovan and Mr. Brunelli of the meeting
with Anderson - Nichols, which he would like to have next week.
Reporting on delinquent water and sewer accounts, the Town Manager updated
the status of the water budget. It shows a $210,000 delinquency in 30 -60
days of.which 84% are single family units (56% in dollars); the rest is
industrial and commercial, as of May 31, 1988. He went on to say there is
a formal credit and collection policy, adopted in 1985 and he thinks the
Board should follow it. He cautioned there may be some public health rami-
fications, but private facilities do this. Tom said he could develop a pay-
ment plan, but people must come in. He suggested considering an interest
charge, as there is a discount policy for prompt payment.
Chairman Harrington asked Tom about a delinquency on the part of the Town
of Foxboro; he was told it had been paid. The Chairman asked Tom to keep
the Board informed of delinquencies with Foxboro and Norton in the future.
The Chairman then inquired about condominium delinquency payments (asso-
ciations) and expressed concern about licensing the property. Tom said
he will discuss this issue with Town Counsel. Selectman Tartufo suggested
metering each unit individually to avoid overall delinquency for both
water and electric. The Chairman suggested contacting the Mass. Municipal
Assoc. regarding this problem. He then said he would like a vote to ratify
the existing policy. Selectman Tartufo said he does not think that is
necessary. The Town Manager was directed to just go forward immediately,
and the Chairman asked him for an update for the next two months on pro-
gress made with the delinquent accounts.

7. Veterans Agent
Selectman Tartufo reported on his meeting with the former Veterans Agent,
Gladys Cross, along with the Sleectmen's secretary and Town Manager. Gladys
reviewed the choices available; i.e., appoint a Director /Agent, appoint some-
one working for the Town, then hire a Clerk; or attempt to form a regional
arrangement with surrounding towns, although this is never as satisfactory.
Selectman Tartufo recommended the Town having its own Director /Agent. There
are 6 -8 applicants. Consensus of the Board was for Selectmen Dunn and
Tartufo to review the applications and come back with a recommendation.
8. Salary Matrix & Reclassification
Chairman Harrington asked the members present were they ready to go forward
with this issue with only three members? The Town Manager urged having a
percentage increase and just go with maximum and minimum basis. He said in-
creases will be put through this Thursday at his original proposals.
Chairman Harrington expressed concern with positions being upgraded, saying
he feels some are being upgraded because market conditions cost more than
a few years ago; however, he does not want to see a position upgraded in the
Classification because of cost to secure a qualified person. Tom said his
analysis is based primarily on job duties. Selectman Dunn addressed "incre-
ments" for evaluation; i.e. personal judgment, performance. Selectman Tar-
tufo questioned change at this time. Tom said he feels everybody has been
given a fair increase; they are all dedicated, sincere employees. He said
the Board's role is to agree or disagree with his recommendations.
Discussion then switched to whether the minimum and maximum are binding.
Selectman Dunn did not _feel they should be. Both he and Chairman Harrington
agree the system has to have some flexibility, with Board approval. This
discussion led to classification of the Town Manager's secretary vs. the
Selectmen's secretary, the Town Clerk, and Selectmen Tartufo advised he felt
the Health Agent has more responsibility than others in his classification;
he feels some are pigeon -holed by the dollar amount. Chairman Harrington
spoke of the Town Clerk's "unique expertise "; she is graded too low in rela-
tion to the Parks & Recreation Director. Sleectman Dunn spoke to the Board
secretary's skills, diversified duties, etc. The Town Manager agreed to
place the Board secretary in Class 'C', as is his secretary, and to move
the Town Clerk up to Class 'G'. He went on to say for next year's budget
he will review all positions more completely.
* MOTION: To accept the Classification plan as submitted with the changes

9. Old Business
a) The Town Manager updated Board members on the HVAC situation: 2 units
have arrived; the roof work is to be done over the weekend. Chairman
Harrington advised that he has asked Tom to close the Town Hall when
it becomes unbearable, i.e. 85 -90 degrees.
b) Selectman Dunn requested attention to a pot hole on Charles Street that
has been there a month or more.
c) The Chairman mentioned Town Maenager evaluations, which are due in;
since it is difficult for the new Selectmen to cover all aspects of the
form, he suggested they just write a resume of their opinions.
d) Chairman Harrington reported he had attended the Zoning Board meeting
concerning the Jackson Court project. Karl Clemmey asked for an exten-
sion until August 16, 1988. The Zoning Board was unsure whether it is
their opinion or the Selectmen's regarding access /curb cut. Town
