6. Public Hearing /CDAG Grant
The Chairman read a "Motion Authorizing the Submission of a Massachusetts
Community Development Action Grant ", said CDAG Grant application in the
amount of $500,000 is for reconstruction and drainage improvements of sec-
tions of Oakland Street. The Town Manager briefly reviewed the proposed
work, then turned discussion over to Phil Corbett of Keith Development.
Keith Development is cooperating in the upgrade of Oakland Street because
of their Mansfield Village I and II on Oakland Street. Phil Corbett said
Make LaCasse, Mansfield's Planning Director, had done alot of the work in
preparing the application for the grant. He said this is a Mass. Housing
Partnership Community Grant; a decision should be reached within 30 days.

Phil Corbett went on to indicate favorable consideration of this application
would be helped by the show of some progress on the first CDAG grant (the
first grant was for sidewalks and drainage work in the same vicinity).
Phil Corbett then asked about their offered $5,000 gift to the School Depart-
ment. Chairman Harrington addressed the increased school attendance caused
by the two phases. Phil Corbett said Keith Development has offered another
$30,000 for some Town use. Selectman Dunn asked him if there are any other
funds available to address particular educational needs created by fair
housing; Phil said he would look into it with Mike LaCasse.

7. Airport Commission Interviews
Two applicants who could not attend the previous interview session by the
Board were present tonight:
George Dainis III Philip Finer
527 Fruit Street 1143 East Street
Each was asked two or three questions by each of the Selectmen, after intro-
ducing themselves and explaining their interest in serving on the Commission.
Selectman Dunn said he felt they had been exposed to some very fine candi-
dates.
Philip Finer was appointed, by a unanimous vote, to fill the unexpired
term which runs until January 1, 1989. Selectman Markt asked those candi-
dates not chosen to not be discouraged, as there will be other opportuni-
ties.
8. Old Business - Town Manager
a) Tom advised that the Special Town Meeting within the Annual Town Meeting
will contain three Articles, which he reviewed. Article 1 covers a
means for defraying expenses of the municipal government during the re-
mainder of Fiscal -Year 1988. Article 2 is to reallocate available bal-
ances in the Revenue Sharing Trust Fund Account. Article 3 to increase
the borrowing authorization of the 1987 Annual Town Meeting Article 15
for water mains, related engineering fees and associated expenses for
the project. Discussion then switched to whether the School Committee
can come up with any excess funds.
b) Tom then brought up the three Capital Projects for discussion and consid-

eration; i.e., closing the two landfills, water resources /well site acqui-
sition, and extension of sewer in the School Street area. Chairman Harring-
ton said he would like to wait, perhaps until Fall, for the Capital Pro-
jects override. Selectman Markt felt the Board must educate the townspeople
before putting this back on the ballot. Chairman Harrington said he wants
to fund well site acquisition by other means. Seleectman Dunn was in favor
of going forward for water /land acquisition at this Town Meeting because
once the land is gone, it is gone. He believes the State will help cap the
landfill. The Town Manager suggested simply securing the Town Meeting auth-
orization to borrow, but continue to go forward in trying to raise funds in
other ways. Chairman Harrington said he would support going forward with
1.2 million for water /land acquisition, then attempt to raise funds which
would meet the debt payments each fiscal year.
MOTION: To go forward with capping the two landfills and water /land
acquisition, but put sewer extension on back burner.
Dunn / Markt
Further discussion indicated asking the Town Meeting to appropriate the
funds, but nothing would be spent unless the Board of Selectmen went back
to Town Meeting for a debt exemption. The Board would try to raise the
funds through grants, special charges, etc. This simply allows the Board
to go forward if it gets the money; if not, they go back to Town Meeting.
Consensus of the Board was to go forward with Article 21 as proposed by the
Town Manager.
Executive Session
The Board was polled to go into Executive Session for the purpose of dis-
cussing litigation, then come out to continue the open meeting.

c) Article 22 contains a section covering assessing betterments upon abutt-
ing property owners for a water main extension along Rt. 106 from East
Street to the Easton town line. Tom reported that bids were opened last
Friday for this project and he received a summary letter from Anderson -
Nichols showing a total cost of 1.6 million. Article 22 asks for borrow-
ing $100,000 on a temporary basis.
MOTION: To go forward contingent upon additional funding at Town
Meeting.

d) Town -owned land sales (Selectman Dunn left the room for this discus-
sion). Tom expressed concern that the sale not be specifically for the
market price. Chairman Harrington said he would like to see the Board
endorse sale of that property. The Town Manager said he is also con-
cerned about the Town office space, for which the Paine School is now
being used. The consensus of the Board was to go forward; Chairman Har-
rington suggested that Tom talk with the sponsor of the article about his
and the Board's concerns.
Chairman Harrington suggested the Board take no position on the Article
sponsored by Carol Dunn. Article 27 the Board saw no problem support-
ing; nor Article 28. The Town Manager said there is a question as to
whether the Town does own the parcel covered by Article 29. On Article
30 Chairman Harrington questioned the Conservation Commission opinion on
this, and Tom reported that the Assessors Office Manager questioned the
legal description.
11. James Coughlan /JFK Day
Mr. Coughlan said he has been traveling the state for four years hoping to
put through a JFK Day. He originally suggested it for Memorial Day, but
is now proposing Election Day in November. A Bill was approved about 14
days ago by the Election Committee. Mr. Coughlan wants the Board to sup-
port asking the legislature to declare JFK Day as a State holiday. He said
if it is a holiday, it will get people out to vote in greater numbers.
Chairman Harrington said he can agree that John F. Kennedy made a great con-
tribution to his country, but he does not feel making Election Day a holi-
day will necessarily get more people out to vote. He then asked if anyone
wished to make a Motion; hearing none he thanked Mr. Coughlan for coming.
12. New Business
a) The Town Manager announced that an agreement had been reached with the
Firefighters contract for a three -year term, as he had previously re-
viewed it with the Board.
* MOTION: To ratify the recently negotiated Firefighters contract.
Dunn /Markt VOTED: 3 -0
The Chairman thanked everybody for working together to a good result,
and advised that the Call Firefighters were turned down by the State
so the Town Manager will try to work with them when he finishes the
Police contract negotiations.
b) Chairman Harrington said that after last night's Town Meeting it is
apparent that there will be a need for an override election, which the
Board will likely set tonight. Selectman Markt said he would like to
see it early KKb before school closes and vacations start.
* MOTION: To hold a Special Election June 14, 1988 for the purpose of
an Override for the Operating Budget.

The Town Manager was asked to notify the School Committee. The chairman
then commended Judy Scott, the Town Clerk, for her fine job handling so
many elections as well as Town Meeting, all of which require long, extra
hours and the help of outside "Election Workers ". Chairman Harrington
asked the Town Manager to pass this along to Judy Scott.
c) The Clerk read the Warrant for the Special Election May 10th, for two
Selectmen seats and the School Committee Override Article.
* MOTION: To approve the Warrant and sign it. Dunn /Markt
