Question & Answer Period a) Joanne Begley, Chairman of the School Committee, expressed concern with the fact that the Selectmen had met with the FinCom because, she said, she had understood it was to be a three committee meeting. Chairman Har- rington explained his understanding of the situation. Joanne then asked if Town Counsel had been consulted about going to Town Meeting with the FinCom recommendation to spend money that has not been appropriated? Discussion indicated that the FinCom does recognize the need for an Override, although not until later, but all revenue will not have been spent prior to that time. b) Karl Clemmey gave each Board member a listing of Warrant Articles; then proceeded to express irritation with the order of listing of Petition Articles. He asked that the Board endorse having the Petition Articles appear on the Warrant by date of submission. He went on to comment on two petition articles which were ahead of his; the Chairman advised him that he had been informed those two Dunn articles would be withdrawn. The Chairman then explained the process by which the list of Articles was determined; some which would generate money for the Town were placed early while they would be sure of having a quorum and it seemed logical to con- sider them before articles for spending money the Town does not have. c) Alan Brown asked if the Road Commissioners had acted on a request con- cerning Wessell & Thompson Streets, submitted by Hutchins /Trowbridge Asso- ciates, Inc. March 16, 1988. The Town Manager reported that he had asked both the Planning Director and Town Engineer to review the request and report back to him; he went on to say the reports were on his desk but he had not yet had time to study them. The Chairman asked him to try to complete his review in time for the Light Commissioners meeting Monday evening, April 4th. Mr. Brown had explained that he was being held up by this delay.
