The Board asked the Town Manager to have Town Counsel to explore the situa- tion. Charles Loveridge had distributed copies of a proposed bronze plaque for the Wastewater Treatment Plant, and asked for approval. MOTION: To approve the proposed bronze plaque. Levine /D'Onofrio VOTED: 4 -0 John Larch, Electric Department Manager John Larch came before the Board to discuss Christmas lights that are pre- sently available, the cost involved, and to suggest that if the Town wants to see more put up, the Electric Department cannot carry the entire burden; his suggestion was to form a committee. The consensus of the Board was to contact the people who were on such a committee previously to see if they would like to serve again, and to do it now. When such a committee is formed, ask them what the town should look like in 3 years, then endeavor to translate it into a work program. 8. Correspondence a) Memo from the Town Accountant re: Update on specific projects. The first item concerned a required annual audit, by Revenue Sharing for all towns receiving more than $100,000 a year. She has solicited quotes and she and the Town Treasurer feel Peat, Marwick & Mitchell are most desirable, because they quoted a lower cost and have done the last two audits for the town. She also emphasized the need to make an early de- cision because the "picking" will be limited later due to the increase in frequency of required audits. Selectman D'Onofrio said he would like to tie a firm down for two to three years and maintain continuity with one of the principals of the firm. * MOTION: To authorize Barbara to give a letter of intent within the con- fines of the law to begin the process for an audit. D'Onofrio /McNair VOTED: 4 -0 A second item concerned an outstanding bill for an Airport Commission audit which is over a year due. The Commission has refused to pay it until the Grant money is received which, they say, was held up because the audit took too long. The Town Accountant wants permission to pay it out of the Airport Commission Expense Account, to be reimbursed when the grant money is received, thus protecting the Town's credit standing. The Board's decision was to communicate with the Commission asking them to reconsider. A further note covered the capacity of the computer. This was discussed BOARD OF SELECTMEN MINUTES OF MEETING ( DECEMBER 12, 1984 PAGE 4 briefly, with Selectman D'Onofrio expressing considerable concern that it is so near capacity so soon after its installation. b) Letter from MMA re: Right -To -Know Reimbursement; the Right -To -Know re- quirements are being incorporated into the municipal budget and reim- bursements are calculated into the revenue. The Town Manager advised that this matter will be covered by the Board of Health. c) Memo from Police Chief re: Radar citations and Disturbances Related to Liquor License Establishments. d) Notice of Public Hearing from DPU re: Mass. Prior to entering into the con - tract, a Board of Selectmen vote is required. BOARD OF SELECTMEN MINUTES OF MEETING 1 DECEMBER 12, 1984 PAGE 5 b) A second Town Manager Memo covered the present status of the Inter - municipal Agreement with Foxboro. Although a meeting with the Foxboro Board of Selectmen had been scheduled for tonight, Foxboro cancelled because the representative from the Foxboro Sewer Facilities Planning Committee could not be present. Foxboro's Town Administrator had met with the Town Manager and presented a draft Memorandum of Intent for the Board to review, with the hope that it can serve as a basis for the agreement. Included was an additional flow breakdown prepared by Foxboro's consultant to verify the data used as a basis for their need of a 250,000 gpd flow capacity. There was discussion over Foxboro's inability to meet with the Mansfield Board. .Selectman D'Onofrio suggested that Mansfield write to the State advising them that Mansfield is doing everything possible to solidify the agreement with Foxboro. The Town Manager went over some of the points in their drafted Memo which are not satisfactory, and he will draw up one for the Mansfield Board to review. c) The Town Manager then reviewed his Memo concerning Contract Operation of the Wastewater Treatment Plant, with Chairman.Wills contributing as a member of the Contract Operation Committee. The Committee unanimously voted to appoint Envirotech as the contractor, if the decision is to go with contract operation; they voted 3 -2 to recommend Envirotech be the preferred alternative to the Town of Mansfield DPW in operating the facility. There was substantiating information offered concerning these two decisions. With discussion it was decided to meet with the Contract Operation Committee and their consultant December 27th, 4:00 P.M.; this being prior to the Board meeting and interviewing represent- atives of Envirotech and the Town of Mansfield DPW on January 2, 1985. d) Selectman McNair again inquired about the angle parking on Mansfield Ave. He was advised that it will be taken care of as expeditiously as possible. 10.
