Joanne Colella /Mansfield Housin4 Authori
The Clerk read a letter from Joanne Colella requesting support from the
Town and /or Board of Selectmen for an application for funding for provid-
ing a Chapter 689 Development residence for 8 severely impaired persons.
The letter also asks for a letter indicating what fees will be waived and
acknowledging that this Chapter 689 housing will be tax exempt. Joanne
Colella was present and explained that this housing is in affiliation with
the Attleboro Area Office of the Department of Mental Health; that the Mans-
field Housing Authority would build the housing and pay for improvements,
etc.; Mental Health runs the program. Asked where the housing would be,
she said State owned land would be given first consideration. There was
some discussion as to what fees to waive.
* MOTION: To direct the Chairman to support and sign the application, and
include a letter from the Chairman of the Board indicating waiver
of all fees except out -of- pocket costs which would include 65%
of Inspection fees, advertising for hearings, and connection fees

exercise an option on the property and would like to have the title held in
a Massachusetts Real Estate Trust, under the name of Great Woods Realty
Trust, with John Drew and Sherman Wolf as Trustees and Beneficiaries. Mary
O'Neal said this provides for expiration of the license upon a change in man-
agement of the Great Woods Performing Arts Center, or change of control of
ownership of Great Woods, Inc. The consensus of the Board was to refer this
to Town Counsel with Mary O'Neal spelling out the various entities involved
for Town Counsel; Town Counsel is to have an answer to the Board by next

Old Business - Town Manager
a) The Town Manager reported that he had talked with both the Town Adminis-
trator and the Chairman of the Foxboro Sevier Committee about Mansfield's
Board's concerns with Foxboro's last letter concerning the Wastewater
Treatment Plant Agreement, and that the differences may not be as great
as originally thought. The two Boards are scheduled to meet December 12th
at 8:00 P.M.
b) The Board was then referred to the Work Program Priorities Memo which had
been distributed to each member. This Memo suggested establishment of a
public policy placing priority on future needs by which the Town Manager
and department heads would have a definitive schedule to work toward on
the projects. It listed seven priority projects in order, as the Town
Manager sees it. The Town Manager then reported that the telemetry is
essentially complete and operational; the lime feeding system out of
Witch Pond Well has been operating since last Saturday; the system at
Wells 8 and 9 will be tested next week; and at Wells 2 and 3 will be oper-
ating by January 1, 1985.
Selectman D'Onofrio feels there should be both short -term and long -term
projects, and then gave his personal preference for the order of priority
of the seven projects listed by the Town Manager. Selectman Dunn again
voiced a need for determining completion dates for such projects, as well
as identity of what each project really is, what it entails. Chairman
Wills suggested a full report on each project in 90 days. He then went

down the Town Manager's list, with the following established:
- Land acquisition for water supply; action defined by Annual Town Meeting.
- Refuse disposal alternatives; thorough understanding of all alterna-
tives available by Annual Town Meeting
- Long -range program for street reconstruction and.improvement; there was
discussion. It was felt this would also include sewer and water system
improvements, as well as infiltration; Spring is a good time to study
infiltration. The Board asked for a Chapter 90 priority list by March
1, 1985.
- Master Plan; will be discussed during a meeting with the Planning Board
on January 9, 1985.
Selectman Dunn felt Wastewater Collection System Update and Expansion
should be No. 8 on the list. Chairman Wills asked for Contract Ambulance
service be prepared for action at Annual Town Meeting. He then suggested
that Public Safety facility, Library and Council on Aging Center studies
be completed, with priorities, cost and funding, by November 1, 1985.
Herb Levine was present and suggested that the Recreation Master Plan
should be on the list.
9. New Business
a) Selectman McNair asked the Town Manager if everything was ready for snow
plowing. The Town Manager reported that a couple of routes will have to
be doubled up until the 3 new trucks come in, which should be by the end
of December. The DPW is ready to handle any situation.
b) Selectman McNair questioned the newly established angle parking on Mans-
field Ave.; he said one business wasn't notified in advance, one has a
problem with deliveries because of the angle parking; and he feels park -
ing should be returned to curbside parking. Selectman D'Onofrio felt be-
cause of protocol, safety and the interest of local businesses it should
be returned to parallel parking.
