6. SRPEDD Truck Route Study
Dave D'Addario, SRPEDD Transportation Planner, reviewed the report submitted
a few months back, which was in answer to numerous complaints of heavy traf-
fic on Mansfield Road in North Attleborough. The concern stemmed from dis-
cussion of possible improvement of Mansfield Road in North Attleboro which,
residents felt, would only increase truck traffic. The study covered the
northeast corner of North Attleboro, the area of the Cabot, Cabot & Forbes
( Industrial Park and the major routes leading to and from these areas. A

traffic count was conducted, an accident analysis was completed, and traffic
managers and truck drivers of firms at the CC & F Industrial Park were inter-
viewed. Mr. D'Addario pointed out that Rt. 106 is the major route to the
east of Mansfield; the North Main and Crocker Street intersection geometrics
cause a real problem for trucks in turning. He recommends that a flashing
signal be installed at West Street and North Main; North Main and Rt. 106
needs a left turn light; and suggests setting the traffic signals back at
Rt. 106 & Copeland, where they have been knocked down several times; also
setting the trees further back at the West Street and Forbes Blvd. inter-
section where there is a sight distance problem.
Discussion followed concerning various approaches to correcting the prob-
lems. Chairman Wills suggested that the Industrial & Development Commission,
the Downtown Advisory Committee and the Town Manager talk to all Traffic
Managers and ask them to post preferred truck routes; also Personnel Man-
agers; one of the preferred routes to be specified as I -95 South, rather
than West Street. There was some discussion over the Crocker Street and
Oakland Street area; it was felt the DAC should be involved in further study
of this area. Roy Baltzell was present to address his concerns on Central
Street and West Street. He would like to see the 30 MPH speed limit en-
forced on West Street.
The Board asked the Town Manager to talk to the IDC and DAC, and Dave
D'Addario was asked to have a communication from SRPEDD indicating their
support of closing Central Street to truck traffic for the October 31st
hearing on Central Street truck traffic.
7. Old Business
a) The Town Manager advised the members that he is putting together a report
on the Public Works projects, for discussion next week. He also reported
that 4 bids had been received on contract operations for the treatment
plant and that a study of them is being done by a consultant.
b) Selectman Dunn suggested a joint boards and committees meeting, and this
was discussed; i.e., whether to invite all of them at one time, to limit
presentation time. This ended with the Chairman naming Saturday, Novem-
ber 3rd, 9:00 A.M., as a Priorities Workshop, with a joint boards and
committees meeting the following Wednesday, November 7th.
c) Selectman Dunn then brought up the subject of a 5 -year budget plan, as
touched on at a previous meeting. There was some discussion as to how
to achieve it, its effectiveness because of the unknowns, there was agree-
ment that it should be a joint committee with the School Committee.
