the Town Manager is sole custodian of personnel and medical records of all
employees under his jurisdiction.
7. Old Business - Town Manager
a) The Town Manager reviewed his Pending Items Memo in which he explained
the situation with municipal unpaid bills, an issue which was raised
at the previous evening's Light Commissioners meeting. He said he had

gated immediately. The Public Works bills were on this week's warrant,
and Town Hall bills will be on next week's.
b) The Town Manager then explained the item on FY -85 Budget, expressing

his hope that the Board formally establish a committee to evaluate the
town's fiscal resources and make a recommendation on how to develop a
5 -year revenue and expenditure plan. He asked that the Board consider
this and take a formal vote at next week's meeting. There was some
discussion with Selectman D'Onofrio supporting the suggestion and re-
minding the members that he had suggested last year the possibility of
bringing in experts to teach members of boards and committees what their
responsibilities are under the law. Selectman Dunn also supports the
5 -year plan approach. This will be discussed further.
c) The Town Manager then advised the Board that, after receiving a price
from Pierce for renting new equipment for 140 days, he had awarded the
contract to Emergency One; the price per piece was $21,750, and he was
told that one of the loner pieces from Pierce had blown an engine so
that it would not be available immediately.
8. Mansfield Jaycee Women
Three members of the Mansfield Jaycee Women were present; the Clerk read
the Proclamation, as requested and approved last week, and it was pre-
sented to the Jaycee representatives.
Camp Dresser & McKee Report
Jim Glendye and Charlie Loveridge were present to report on progress at
the Wastewater Treatment Plant and Sludge Landfill, to date. Asked for
completion dates, Charlie Loveridge said construction could be completed
by February 3, 1985, but it will be some time after than before the plant
can be in operation; testing the equipment is involved and defects un-
predictable. The Town Manager advised that the Norton Fire Chief now
wants a fire alarm system within the building, to be tied back to the Nor-
ton Fire Station; at present the cost is being investigated. It was ex-
plained that no stipulations were made at the time of the design, but it
was pointed out that if there is a fire alarm system, insurance costs
should be less. Jim Glendye reported on the fuel storage hearing held in
Norton Tuesday evening; the hearing was continued until October 25th, and
Norton's Executive Secretary, Tom Younger, is to draft a letter of ques-
tions they want answers to prior to the 25th.
Charlie Loveridge then presented one Change Order for miscellaneous equip-
ment; i.e., they will eliminate 2 gas masks in exchange for 1 air- breath-
ing apparatus, at a cost of $735.00. There was some discussion and no vote
was taken pending information as to whether Scott Packs could be obtained
from Mansfield's Fire Department, when the new equipment arrives and the
department will have spare ones.
Charlie Loveridge reported that the West Street /Spring Street Interceptor
process for approval should be ready to go for bids by mid - November; con-

sttuation would begin about March of '85, be completed in the Fall of '85
and in service the Winter of '85.
10. Selectmen Business
a) Selectman D'Onofrio stated he had received a call from Mr. Wells, of
West Street, and asked the Town Manager if he had written the letter
as requested.
b) Selectman D'Onofrio then asked if there had been a Wastewater Treat-
ment Plant analysis, referring to last week's Workshop which he did
not attend. The Town Manager reviewed some of the information as pre-
sented in his Memo of last week which reported, among other things, on
the meeting he and Joe Zeneski had had with Foxboro officials. This
was discussed at some length, the discussion focusing a great deal on
individual connections, cost, etc.
c) Selectman D'Onofrio referred to the petition submitted by Margot Jell -
inek, signed by 280 some people of the community, and then passed out
a suggested policy which he feels addresses the concern that was
raised and satisfies the request of the constituency.
MOTION: The Board of Selectmen adopt the policy as distributed.
D'Onofrio /McNair VOTED: 4 -0
d) Selectman Levine asked if anything had been done yet about changing
the signs directing traffic to downtown from School Street and Rt.
140. The Town Manager reported that someone from the DPW had been
out to investigate the situation, but his report had not yet been re-
ceived. This was discussed earnestly by Selectman Levine who feels
School Street is a residential street and downtown traffic should not
be routed down it; that Rt. 106 is a State road and should be used.
e) Selectman McNair asked the Town Manager about the road work in the
downtown area. He was told that they will be putting down a base coat
next week which will remain until next Spring, because there is a prob-
lem with delivery of granite at present. Selectman McNair asked if
there had been many calls of complaint; the Town Manager said only
one during the heavy rain a couple of weeks ago. Selectman McNair
asked that the Town Manager ask the DPW Director to give advance
notice, whenever possible, to businesses when their area will be torn
up because there are times when appointments, etc., cannot be kept
due to inaccessibility for parking, etc. Selectman D'Onofrio asked
if the DPW keeps tabs on clean -up operations by the crews; his con-
cern was for rocks being kicked up by passing cars.

TOWN OF MANSFIELD, MASSACHUSETTS
MEMORANDUM
TO: Board of 1 ctmen
FROM: Chad Ma re own Manager
DATE: October 0, 1 4
RE: Pending /Items
50 West Street, Mansfield, MA 02048
1) At last evening's Light Commissioners meeting a question was raised con-
cerning certain municipal bills being in arears for several Town depart-
ments. This matter was first brought to my attention this morning. Upon
review of the situation, all of the bills for the Public Works Department
had been scheduled to be on the warrant for this week. It should be noted
that the majority of bills for the DPW were related to the appropriation
that was made at the Annual Town Meeting for unpaid bills in Fiscal Year
'83. When it was brought to the attention of the Public Works Department
that they had not yet made the payment from this special account, they
took care of it, and I am advised that all the bills for the Public Works
Department are on this week's warrant:
With respect to payment for Town Hall, they will be on the warrant for next
week.
2) FY -85 Budget - In a previous Memo I advised the Board of the procedures
I will be going through in preparing the FY -85 Budget. During the budget
preparation process for the past three years I have recommended that a for-
mal program be established by the representatives of the municipal govern-
ment and the Education Department to fully understand and evaluate the finan-
cial resources of the community prior to the formal budget process.
In a recent meeting which I had with Town Managers from around the State,
it disturbed me to learn that most communities are dealing very directly and
very effectively with their revenues and that both parties of the municipal
appropriation process are actively involved in understanding and allocating
revenues. Unfortunately, in Mansfield we have not been able to adequately
come to grips with this problem. Therefore, I am again suggesting that the
Board of Selectmen formally establish a communication process so that the
revenue available to us for the next fiscal year can be adequately delineated
prior to budget discussions. In order to move this process along I recom-
mend that the Board of Selectmen formally establish a five member committee
that would include one representative from the School Committee, one from
the Board of Selectmen, one from the Finance Committee, and two citizen rep-
resentatives, one chosen by the Board of Selectmen and one chosen by the
School Committee. The purpose of the committee would be to evaluate the

Town's fiscal resources and to make a recommendation on how to develop a
five year revenue and expenditure plan.
Several of the communities in the Commonwealth have adopted such programs
and in at least one instance the program was formally adopted by the
municipality as formal fiscal policy for the community. I am suggesting
that the Board consider this and take formal action on this next week.
Any ideas that the members have could be forwarded to the Town Manager
prior to next week's meeting and could be included in a formal vote of the
Board.
The Town staff would include the Town Manager, Superintendent of Schools,
School Business Agent, Town Accountant and Town Treasurer /Collector, and
would serve in an extra officiary capacity to this committee.
