Public Hearing /Real Estate Classification
The hearing was opened at 8:00 P.M. and the Clerk read the Notice of Hear-
ing. Al Turinese, Chairman of the Board of Assessors was present, along
with Borad members Peter Saunders and John Prescott. Harold Mendosa, the
Board's Appraisal Consultant, was also present. Mr. Mendosa presented a
brief report indicating growth in Mansfield continues in all categories and
that the Board of Assessors is ready to set the tax rate. The reason for
the hearing is to determine whether to classify or continue with a single
factor of one. He said it is almost an identical situation this year as
last, and that a Factor of 1 increase would be $0.86. Al Turinese reported
that it was the unanimous vote of the Board of Assessors to use the Factor
1 again this year, making the rate $19.44, compared to last year's $18.58.
Marty Cahill, a resident, asked Mr. Mendosa about the rates of neighboring
communities and whether they classified or use the Factor 1. Dianne Royle
raised a question about classification for Open Space - retaining land for
conservation and recreation. The hearing was closed at 8:30 P.M.
* MOTION: For a tax levy set at a Factor of 1.

Town Manager Report
a) Fisher- Richardson House - The Town Manager requested that the Board of
Selectmen declare the required repairs at the Fisher- Richardson House
as an emergency in order to proceed immediately with repairs to the roof
before the winter season. He explained that the bid process for repair
of public buildings is long and involved, and the architect retained has
experience dealing directly with contractors who are knowledgeable in mak-
ing historical preservation repairs.
MOTION: To declare the required repairs at the Fisher - Richardson House
an emergency.
Dunn /Levine VOTED: 3 -0
b) Fire Apparatus - The Town Manager reported that the Special Town Meeting
had authorized the lease purchase of three new pieces of fire apparatus
which includes two custom pumpers and one commercial pumper. The appro-
priation was for $212,490 for the first year of a two -year lease purchase.
$7,500 of that is to pay Demers Associates for their evaluation and recom-
mendation of the situation, and preparation of the specifications. Based
upon evaluation of all information received as part of the bidding pro-
cess and discussions with various vendors, the Town Manager advised that
he will award the contract for all three pumpers to Emergency One, Inc.
of Ocala, Florida. Although the bid price of Emergency One is $41,958 more
than that of Pierce, he has chosen them because they guarantee delivery
within 60 days of receipt of the Purchase Order. Pierce delivery time was

more than twice that, although today they amended..the contract schedule
to 90.days for shipment of the commercial unit. The Town Manager feels
that time is a critical factor in the decision,_given the understanding
that as we go into the Fall months, heating units are started up which
creates a fire hazard season. Emergency One will loan two pieces of
fire apparatus at no cost to the Town until delivery of the new pumpers,
and the service facility of Emergency One, at Greenwood Motors, is one
the Town is already familiar with.
Chairman Wills asked the Town Manager if the possibility of renting new
fire apparatus has been explored, with the thought that perhaps this
would eliminate at least some of the $41,958 additional expense of going
with Emergency One, thus then accepting the Pierce bid and waiting the
longer period of time for delivery. Chief Sliney was present, as well
as representatives from both Emergency One and Pierce. Chief Sliney said
that he had not found any rental apparatus in his extended investigation
since the problem's onset. The Pierce representative said it might be
possible, but he could not have an answer before tomorrow afternoon. The
Town Manager said he will not wait later than Friday. Chairman Wills
pressed for exploration of this possibility.
8. WORKSHOP /Wastewater Treatment Plant Intermunicipal Negotiations
The DPW Director, Joe Zeneski, was present and together with the Town Manager
they reviewed a meeting held with representatives of Foxboro the previous
evening, where discussion centered on the negotiation process for an agree-
ment with Foxboro, which Foxboro now wishes to re- establish. The Chairman
expressed some concern for much discussion without Selectman D'Ohofrio's'-
input, since it was he who had felt there were some serious flaws in the
proposed agreement with Norton. The Town Manager's Memo advised that as of
last night's meeting with Foxboro, Foxboro is in tentative agreement with the
proposal advanced in January, but that the initial gallonage sold to them
would be increased to 8% of plant capacity, with clarafication as to future
connections, not to exceed 250,000 gallons. Future extensions would return
100% of the capital investment required to serve that flow. The DPW Direc-
tor stated that it is important to have Foxboro because it will better the
quality of water in Mansfield, but the situation is not the same with Norton.
Chairman Wills expressed concern that the cost to tie -in not be so high that
it dictates the use of septic systems, which would harm Mansfield water
quality.
