MINUTES OF MEETING
AUGUST 1, 1984
PRESENT: Chairman Wills, Selectmen Dunn and D'Onofrio; Town Manager
The meeting was called to order at 4:05 P.M. and the Flag was saluted.
Yellow Cab of Mansfield
The Chairman opened by stating that Yellow Cab of Mansfield is in violation
of Mansfield Hackney Rules and Regulations and that the Board may suspend
the licenses for five days without a hearing, and may revoke the licenses
after a hearing, with three days notice. The Clerk then read the background
information supplied each member of the Board, copy of which was given to
Mario Faria, owner of Yellow Cab of Mansfield, said information outlining
the action taken to date, and reasons for such action, and the current vio-
lations, including the Police Department inspection report.
The Chairman then asked Mr. Faria if he would like to address the Board.
Mr. Faria explained that he was pushed out of his given address on North
Plain Street and unable to find another location right away, had decided
to operate out of the Newton Street address, knowing it was a zoning viola-
tion. He said he had had personal problems, but was hopeful of acquiring
larger facilities in Taunton and operating the Mansfield service from that
facility also; he is to have a Board of Appeals hearing, in Taunton, on
August 16th, so will not know anything further until after that. He said
he leases the cabs to the Pisanis by the week, that the rates are supposed
to be on the dashboard, he had been told the photos of the drivers would be
taken by the Police, but never have, and the owner of their North Main Street
fadility wanted them out because he did not like the drivers. Mr. Faria ad-
mitted that the service was not up to what it had been when he had been
supervising it up here, and apologized for any problems; he takes full respon-
sibility and blame.
Both Selectman Dunn and D'Onofrio commented on being pleased and impressed
with the presentation Mr. Faria made at the time he applied for his orig-
inal licenses, but since he is no longer involved personally in the opera-
tion, things have gone awry and they are very disappointed. Two or three
residents from Newton Street were present and reported the cabs are still
there; one reported that the phone is ringing at that home still. Caroline
Bourget reported that the original big antenna had been taken down recently,
but they put up a smaller one; Mr. Faria said he did not know that.
MOTION: To suspend the licenses of Yellow Cab of Mansfield for five days,
effective 12:01 A.M. August 2, 1984, with proper notification to
the Police Department.
Dunn /D'Onofrio VOTED: 3 -0
Chairman Wills then explained to Mr. Faria that when he had originally ap-
plied to the Board for the licenses he had promised safe vehicles,

he had promised neat and clean vehicles, he had promised neat and courteous
drivers, and today he has not offered any steps to correct anything. The
Chairman summed up by saying as far as he is concerned, he will not allow
the license to be reinstated. Selectman D'Onofrio then added that he hopes
Mr. Faria will address these concerns and come before the Board with some
definitive plans, take some tangible action that will address the concerns
that he has heard. Mr. Faria said he will pull the vehicles back to Taunton
immediately, and will try to hire new drivers. Selectman Dunn felt it ad-
visable that the Taunton licensing authority be notified of Mansfield's
action; the Town Manager was asked to handle this.

August 8, 1984, 8:00 P.M.

on vacation for the next two weeks and that she understands there will not

questing a letter from the Board authorizing disbursement of the payroll
for the week ending August 9, 1984. This will be taken care of.

had gone through the correspondence prior to the meeting and the Board will
