4. WORKSHOP - Town of Norton Sewer Connection
DPW Director, Joe Zeneski, was present to bring the Board up to date on
negotiations with Norton concerning their use of the new wastewater treat-
ment plant. He said he has been working with Bill Jordan, as Norton's rep-
resentative. Each Board member was given a copy of a proposed Agreement
between the Town of Mansfield and Town of Norton which Joe reviewed, con-
centrating mostly on Articles IV and V, dealing with Capital Investment
Payment and Operation and Maintenance Payments, the key items for negoti-
ation.
The present consideration is only for Norton's connection from the Norton
Industrial Park. Joe explained that before any further points of connec-
tion are permitted Norton must provide a Facility Plan and define a year
2025 design flow through each connection point of the regional intercep-
tor.
Norton will pay an estimated $11,686 annually over a 20 year period. The
amount is figured on a flow proportional basis for the wastewater treatment
facility, the outfall sewer, the interceptor sewer, plus an equal share of

the purchase cost for certain land easements for the outfall sewer (shared
equally by Mansfield, Foxboro and Norton). Norton's annual payments in-
clude an interest rate of 8.75 %, based upon what Mansfield is paying for
long -term borrowing.
Further discussion covered future expansion of the flow capacity of the
facility and a cost sharing arrangement, Chairman Wills questioned the
value of the land being used for landfill and since Mansfield had to pur-
chase that land, shouldn't Norton share in that cost; Joe Zeneski said
he would look into that point. There was discussion on how Norton's pay-
ments would be utilized. Selectman Dunn spoke on Norton paying for their
portion of the cost of the interceptor, when they tie in, as it was de-
signed for three communities. Selectman McNair expressed:'interest in ask-
ing Norton to purchase their share of the plant. It was pointed out that
with the anticipated agreement, Norton will have a lease with an option
to renew, which would protect Mansfield for future expansion; also Mans-
field needs to have operation and maintenance costs shared and Norton will
pay for what they use.
Chairman Wills suggested a meeting with the Norton Boards as soon as pos-
sible so that this matter can be resolved without unnecessary delay; he
felt, however, it should not be a Wednesday night and that Selectman
D'Onofrio should be present since he has been active in the discussions.
It was decided to make a policy decision on the Norton Agreement at the
next regular meeting, July 25th, prior to which the Board members will
study the proposed agreement. Joe Zeneski will contact Bill Jordon, give
him a copy of the proposed agreement and ask him to present it to his
Boards.
Asked about any further developments with Foxboro, Joe Zeneski said he
has heard nothing further. It is believed that they are asking for per-
mission to continue use of their present facility; the Board questions
what this could mean to Mansfield's groundwater quality. Selectman Dunn
wondered if this concern could be communicated to the proper State depart-
ment. Joe will call Brian Jeans for information. The feeling was ex-
pressed that Foxboro should be informed of any action Mansfield takes.
5. Old Business
a) Chairman Wills advised the Board that he had not had time to compile
the information on the Town Accountant evaluation yet, but he would
get to it soon. It was felt the main need now was to establish goals
and objectives for the coming year.
b) The DPW Director reported that a new rubbish collection contract had
been entered into for the next three years. He feels the Town received
a favorable proposal; a four day schedule has been instituted; and
leaves will no longer be picked up by the contractor. The DPW Director
