John Drew The Town Manager introduced John Drew, a developer who wishes to develop industrial land in Mansfield and was present to officially describe the project to the Board of Selectmen. Mr. Drew is President of JDC, Inc. of Boston (Dorchester) and will serve as developer of the Great Woods Per- forming Arts Center. The site is located at the intersection of South plain Street and Interstate Route 495, and is commonly known as the Gray prop- erty, consisting of 106 acres. Mr. Drew introduced Mr. Edward Birdwell who will serve as Administrative Director, Gerard Schwarz as Artistic Director, and Sherman Wolf as financial backer. Both Edward Birdwell and Gerard Schwarz spoke enthusiastically of their plans and the potential for the proposed Center. They propose an open -air theater, seating 7,000 under a roof, backed up by a hill which creates a bowl; this allows seat- ing for an additional 8,000. They also propose a small performance "shell" designed especially for children's theater, small classical performances and the music school at Wheaton College, which is most interested in work- ing in conjunction with the Center. There is already a verbal agreement with the Pittsburgh Symphony for them to be in residence throughout the summer, and Boston Ballet may establish a school. The project will be a seasonal program, but the facility will be available for other functions, groups year- round. Mr. Drew had a preliminary site plan and model-show- ing the facility and surrounding setting. He advised the Board that he has met with both the Police Chief and Fire Chief concerning public safety issues, will be meeting with the Planning Board and Conservation Commission in July, then it goes to the State. He hopes to start construction in 1985 and open in 1986. Chairman Wills opened discussion to first the Board, then the public, re- minding all that the discussion should be specifically related to the licenses, public safety, water and sewer connections, which are the points the Board of Selectmen must consider. :Concern was expressed by some of the residents in the area where the Center is to be located pertaining to traffic, sufficient police protection. Selectman Levine was concerned about handling of water and sewer; she was advised that there will be pumps and holding tanks. Asked about licenses, Mr. Drew said they would like to have a Beer and Wine license. After nearly two hours of presentation, questions and answers, and dis- cussion, the Chairman thanked the gentlemen for their time and plans with which everyone seemed enthusiastic. M BOARD OF SELECTMEN MINUTES OF MEETING JUNE 27, 1984 PAGE 5 9. Old Business - Town Manager a) Insurance bids were reviewed for Liability /Property Damage, with only one bid received, from Eames Insurance Agency for a total of $79,160. This represents a substantial increase because in pre- paring the specs a revaluation was required for all municipal prop- erty, plus there was a major loss during the last insurance year; the contract runs for 3 years. b) Cavallo & Signoriello Agency submitted the only bid for Automobile insurance for all municipal, school, Electric Department, water and sewer vehicles, for a total of $43,805. c) The Library Trustees advertised for bids to paint the Library and has recommended the bid be awarded to Regal Paint Company of Medfield, Mass., for a total of $10,000. d) Only one bid was received for rubbish collection, from the Oliveira Company, the present contractor. Cost $80,000 for one year, $187,000 two year contract, and $285,000 for a three -year contract. The bid has not yet been formally awarded as there is some discussion as to picking up leaves in the Fall. e) The Board was advised that the John Berry School lease has been re- newed for a two -year period by the Pinecroft School, Inc. Mainten- ance of the facility is handled by Pincroft School, Inc. so there is no cost to the Town. f) The Town Manager wanted the Board to be aware of the situation in the Maple Street /Winter Street area where significant growth of residen- tial development is developing. There is no municipal water in that area and two developers have approached the Town relative to water extensions; one offering to pay $25,000 to extend service to his seven lots; another to $2,000 per lot. The DPW Director is preparing cost estimates to the Town if its own personnel is used to extend the lines. Selectman Dunn's feeling is that if a developer is willing to share the cost to bring a utility out, it is an opportunity for the Town; otherwise, the Town may have the entire cost. The Board felt strongly, however, that it was important not to take DPW personnel off the jobs already scheduled. 10. Old Business - Selectmen a) Town Manager's Salary MOTION: Move that we set the Town Manager's salary for the upcoming year at $37,871, Step 3. Selectman Levine added, he has worked very arduously with the Fire and Police Chiefs to revamp their departments and improve the quality with the same num- ber of people. AMENDMENT: To reduce the amount to $37,296 to treat the increase in the same manner as all other department heads salaries were.
