Joseph Sarro Vacation Pay
MOTION: That it be paid in the lump sum of $913.94. Dunn /McNair
Discussion again followed as to whether this would be paying
him twice, whether to tack it on at beginning of sick pay in
order to extend sick pay. Chief Sliney, who was present, said
the coverage for Joe Sarro is not being paid at time and a half.
The Town Manager expressed concern for ramifications which could
affect other employees of the bargaining unit, and reminded the

ing vacation into the next fiscal year. The Town Manager said
the option is to either grant the request for the lump sum pay-

of structural fill for the plant access and service roads. Jim Glendye
said they.are close to beginning serious testing with aeration tanks, sup-
port systems and by August manufacturers' representatives will start to
check installations, etc. As of May 31st 90.9% of the contract work has
been done. The West Street Interceptor is in design right now.
Charlie Loveridge had one Change Order for 2 polymer gear pumps, in the
amount of $1,012.00. They also advised the Board there is a possibility
of approximately a $9,000 credit as they have decided to eliminate water-
proofing the floor as the two elements are not compatible and, after the

Mr. Hatch came before the Board to express his dismay over seeming lack
of action on the part of the Board, and to advise the Board that the dis-
turbances from APR continue. Bruce Willox and Mr. Menga were also pre-
sent. Bruce Willox said he would like an explanation of the Board's
closed session last week.
Chairman Wills said the Board is pursuing the problem, and the Board is
in sympathy with the residents of that area. Selectman D'Onofrio pointed
out that the Town has to be able to look at both sides, but that the Board
is proceeding in the most judicious way possible. Selectman Dunn reminded
the three men present that any or all of them can institute legal action
as private citizens. Chairman Wills assured those present that the Board
is addressing all the major points and hopes it will solve all the major
points. Mr. Menga then spoke about the obscene language, from the truck
drivers outside his windows; this is the matter that disturbs him the

c) The DPW Director was present for the discussion on Sewer Rates, which
was postponed from last week.
* MOTION: To establish sewer rates as presented. Levine /Dunn
Discussion followed. Mr. D'Ambra and Dianne Royle were present to
express their concerns for the rising rates and ask for clarification.
The Town Manager explained again that the new rate reflects 3/4 of a
year with the old plant and 1/4 the new plant; there is a 46% increase
now, with an additional 33% projected once the new plant is on line.
The new rate will be effective July 1, 1984. Selectman Dunn advised
that the rate is set to assure there will be funds to cover expenses.
Dianne Royle said she is disappointed that the rates are going up and
feels the sewer rates are exorbitant. She feels the utilities in this
town are "killing us ", and that the residents on sewerage are being
penalized. Chairman Wills said capital costs of the new plant are
being paid by all the town, operating costs by the users.
A question was asked about industrial users' rate, as well as handling
of their chemical wastes. Industrial users' are charged at 100% of
their water consumption (as compared with residents at 85 %), and they
have the option of pre- treating their organic waste or paying a sur-
charge for it.
VOTED: 4 -1 D'Onofrio opposed
Selectman D'Onofrio asked to explain his reason for opposing, which is
his growing concern for Enterprise Accounts in town and the growth of
these accounts in the last few years. He would have preferred to see
a more tiered system, showing preference for the industrial user.
d) The Chairman advised that only tonight had he received all the Town
Manager evaluations, which will be distributed to the Board members;
he will attempt to summarize them to be ready for discussion as soon
as possible. The date for discussion was then set as July 11, 1984,
along with the Town Accountant's. The Electric Department Manager's
previously set for that date, will take place at the Light Commissioner's
Meeting July 9th.
e) The Chairman asked for discussion on the Town Manager's salary. Select-
man Dunn felt the Board members should be able to review the evaluations
first, in order to have a better understanding.

Although some members have not yet interviewed the Town Accountant,
Chairman Wills asked for a recommendation for the Town Accountant
salary.
* MOTION: To set the Town Accountant salary at the G 73 step.
Levine /No second
Selectman Dunn expressed the feeling that these salary increases are
public information and reasons should be given at the time the increase
is given which, he feels, cannot be done prior to review of the evalu-
ations. Chairman Wills recommended that the Board take action next Wed -
esday on the Town Manager's salary, and on the Town Accountant's the
following Wednesday, June 27th. He asked that all Town Accountant
evaluations be turned in prior to June 20 to allow the secretary time
to run the copies.
f) The Chairman asked for the Board's thoughts concerning the Hazardous
Waste Advisory Committee and the recommendation_to disband it, from
Diane Mangiaratti, former member of that committee. Selectman Dunn
feels the committee has, or could have; value and would not like to see
it disbanded. The members seemed to agree, and it was decided to take
no action at this time.
