McNair /D'Onofrio VOTED: 5 -0 WORKSHOP - Water and Sewer Each Board member had been given a packet containing information on water and sewer rates and revenues, together with the other topics to be dis- cussed. The DPW Director was present to answer questions, expound on sub- jects requiring further detail, etc. The Water and Sewer receivables are ahead of projection for the year, to date, and the projected overall expenditures for the Water Division will be below the total authorized budget. Projected surplus from this fiscal year is sufficient to cover projected deficits for the next fiscal year in the Water Enterprise Account. This allows for rate stabilization this year and, allowing for projected decreases in Debt Service costs in future years and increased water sales, it is expected that rates will remain stable through FY- 85 -86. Projected costs for the Sewer Division directly related to the operation cost of the new treatment plant, will necessitate a sewer rate increase of 46% to cover the total authorized budget for FY- 84 -85. Once the new plant is fully in line, another increase of approximately 33% can be ex- pected. Selectman D'Onofrio advised the Board that he had received, on good auth- ority, a report concerning actions of the Town of Foxborough regarding their sewer treatment problem and suggested an investigation of any pro- posals or grant requests that Foxboro has made to DEQE, with concern for the standards of their filter beds and possible effect on Mansfield. The Town Manager was asked to look into this. The Board feels that DEQE should not grant other development possibilities to Foxboro when Mansfield was required to design for a regional system in order to apply for grant money. The DPW Director continued, stating that the 46% increase in sewer rates is designed to take effect July 1st and he was hoping to have the Board approve it tonight. MOTION: To approve the sewer rates effective July 1, 1984. Levine /Wills VOTED: 2 -3 Dunn, D'Onofrio, McNair opposed Some members felt they would like more time to study the information given them. This will be put on next week's agenda. BOARD OF SELECTMEN MINUTES OF MEETING JUNE 6, 1984 PAGE 4 a) Current Water Operation - There have been significant decreases in slater pumped from 1981 to 1984, and minor differences between 1982 and 1984, yet the number of water users has increased by 4% per year over the last two years. b) Lime Treatment - Currently the Town is treating approximately 50% of the total water production, from the Cate Springs facility. The second facility is expected to be in place within two weeks and will serve Prescott Wells #8 and #9. c) Telemetry - A preliminary submission for discussion is expected next week, for the new telemetry equipment. The project could be completed within two to three months from time of purchasing the equipment, which is hoped to be done the last week in June. The DPW Director told the Board that he has talked with Easton people and benefited from their experiences with a similar system. d) Water Main Extensions - The water main extension projects, except for a few small loops and extensions, are virtually complete. The DPW Di- rector suggests that future major extensions and replacements must be evaluated in the context of new well sites and growth demands. e) Mill Street Well Site - This site has received State approval and Town Meeting has authorized purchase.of certain parcels for protection of the site. The DPW Director suggests that it is now advisable to acquire new future sites, before growth precludes their existence, and to take additional steps to protect our existing system. f) Wastewater Treatment Plant - Existing - The plant has been successfully handling septage from unsewered Mansfield residents, and the department is policing the haulers using the plant. Due to the heavy rains of last week, it was necessary to pump into the river at the West Street bridge. The composting facility is working successfully, is somewhat labor in- tensive, but is providing a remedy to the sludge handling needs. g) Wastewater Treatment Plant - New Plant - The Board will receive the CDM monthly report next week. Any members wishing to make comments or offer alternatives on the Contract Operation were asked to complete them with- in the next two weeks. Future Projects a) Groundwater Quality - Monitoring efforts continue at the Sanitary Land- fill. Town Meeting approved some means for aquifer protection. The DPW Director advised the Board that Foxboro has recently approved zoning changes to provide large lots in groundwater aquifer areas. BOARD OF SELECTMEN MINUTES OF MEETING JUNE 6, 1984 PAGE 5 b) Water Main Extensions - Planning /design work is progressing in -house for completion of a loop from Elm Street to Gilbert Street. Prelinin- ary discussions with Norton indicate possible reduction of construc- tion by utilizing an existing main in Norton. Developers are undertak- ing other water main projects on Maple Street and Winter Street. c) Sewer Extensions - The DPW Director suggests a separate session to dis- cuss the sewer construction master plan dealing with such questions as: -- Should sewer construction lead or follow development? -- Should older sewers be replaced before new sewers are built? Selectman D'Onofrio asked about progress on infiltration; he was told that most of the money appropriated for such work has been used up for this year. Asked about illegal connections, the DPW Director advised he feels satisfied there are none now in the industrial park. Adjournment MOTION: To adjourn at 10:45 P.M.
