McNair /D'Onofrio VOTED: 4 -0 BOARD OF SELECTMEN MINUTES OF MEETING MAY 9, 1984 PAGE 4 8. Mansfield Train Station Norman Mahana opened the meeting with strong support of establishing the Winthrop Street parking lot for use of residents. He feels Mansfield's interests should be first and foremost; he is against losing control of the station and parking lots, and would support parking fees when it be- comes necessary. Paul O'Neill, Mansfield's representative to GATRA also supports retaining control of the station and property and advised he has a letter from MBTA saying the town can charge for parking. He suggests that funds put aside for expressway work should be put towards additional charges to the Town in assessment as the user count increases, due to expressway construction. George Wojtkiewicz asked for a breakdown of pluses and minuses for the Town vs. GATRA control. Selectman D'Onofrio reviewed these as itemized by the Town Manager in his Memo of May 2, 1984; i.e., with GATRA control the Tom would be assessed 25% for light and water, snow removal, insur- ance. Mr. Wojtkiewicz feels charging a parking fee wial be a problem the Town doesn't need. Francis Gay, GATRA Administrator, was present and again presented his rea- sons for believing it is in the best interest of the Town to allow GATRA to take over leasing of the station and parking lots. He also advised the Board that he did not believe MBTA would allow parking fees unless all communities on the line instituted them. Mr. Gay had,an artist's con- ceptual drawing of what the Mansfield Station would look like after the renovation took place; this work will be done regardless of who is leas- ing the property. Selectman Dunn expressed puzzlement as to why the Town wants to go into the railroad business. Selectman D'Onofrio feels a way should be worked out whereby it will be "ours ", not "yours" or "mine "; the concern being for the future of Mansfield. The Town Manager expressed concern for the Clemmey property which is near wrap -up. * MOTION: That the COMPARK Committee, the Town Manager and Francis Gay meet together to make a decision and get back to the Board. McNair /D'Onofrio VOTED: 4 -0 9. Bruce Willox /APR Bruce Willox requested time to once again ask progress on the American Paper issue. He stated he felt that the neighborhood had been most patient, that the noise, litter problems have continued; nothing has changed. He was told that no one had received any calls of complaint in some time and discussion followed on this point, with Bruce Willox saying they had not at any time been told who specifically to call, or to continue to call to BOARD OF SELECTMEN MINUTES OF MEETING MAY 9, 1984 PAGE 5 complain. The Town Manager advised him that the Town was trying to put together a case and that to take a case to court, there must be documen- tation, so that complaints are of utmost importance. He also said that tests had been made by DEQE, but that results had not yet been received by the Town. Selectman McNair assured Mr. Willox the matter has not been dropped. Mr. Willox was asked to advise the community to call Mansfield Police when there are disturbances; these calls will be logged. 10. Old Business a) The Town Manager referred to a Memo from the DPW Director covering three major drainage areas and steps being taken to correct them; one being Tony Durbano's, who came before the Board last week. b) The Town Manager advised the Board that the question concerning Datsun using the Landfill was incorrect; it was another concern which had been granted a Special Permit for a clean -up operation. c) Selectman Dunn asked for suggestions concerning Chairman Wills' Memo on Town Meeting Articles. It was the consensus of the Board that with- out the full Board it would be difficult to take the suggested formal position and was decided to do it prior to Town Meeting Monday evening. c) The Zoning Board of Appeals appointment was put off until a full Board is present, and with the hopes that additional applicants may be gar- nered. d) The Housing Authority appointment date of May 16th is to be postponed because one member of the Authority cannot be present, and the suggested date of May 17th is not suitable for two Board members. It was the Board's decision to have the two Chairman set a mutually agreeable date. 11. New Business a) Selectman Levine said John Prescott is back in the hospital and she would like the Board to send him a note; he is at St. Joseph's; the Board approved. 12. Adjournment * MOTION: To adjourn at 10:30 P.M. McNair /D'Onofrio VOTED: 4 -0 MINUTES APPROVED: DPW May 9, 1984 MEMO TOWN 01" MANSFIELD, MASSACHUSETTS TO: Town Manage FROM: DPW Directo SUBJECT: Status Report Drainage Projects 50 West Street, Mansfield, MA 02048 At your request I have put together the following summaries on each of the three (3) currently most pressing drainage projects. You will note that now that we have caught up with our water service and hydrant /valve replacement work we will be working on completion of the commuter parking lot, lime feed stations and various drainage projects. The three (3) projects of concern are still in the concept /design stages as follows: 1. Wells /McTernan - 949 -953 West Street - This project extends from Grove Street to Hodge's Brook. David Grant, R.L.S. is going to give us a price for a centerline and gutterline survey. With this survey we will be able to develop a con- cept for the drainage project;any assistance Misters Wells and McTernan can give in developing neighborhood support and perhaps drainage easements to shorten the length of pipe required will be helpful. While we are doing the survey on the Wells /McTernan project we will be looking at West Street from Grove Street to Wading River to deal with that recurring winter seepage/ freezing problem. 2. Durbano - 661 Ware Street - Mr. Durbano has been most helpful in developing neighborhood support and coopera- tion for the Ware Street drainage. Within two (2) to three (3) weeks we will be installing a drainline from Erin Road out to Ware Street; this will provide the outlet for the street drainage - total length about 1000 feet. Page 2 May 9, 1984 Town Manager 3. Schenker - 1797 West Street - Mr. Schenker has grant a drainage easement to the Town along his line. RIM Engineering is currently drawing up ment. Mr. Schenker is interested in completing before he sells his home (he's being relocated) drainage easement may give us a suitable outlet age on West Street up to Plain Street.
