Levine /McNair VOTED: 3 -0 BOARD OF SELECTMEN MINUTES OF MEETING ( APRIL 18, 1984 PAGE 3 8. New England Telephone Jacqueline Jung, Frank McDonald, District Operations Manager, and John Coleman, Vice President - Massachusetts, had been asked to meet with the Board to discuss the two current concerns in the town; i.e., updating the telephone system in Mansfield, and underground wires in the downtown area. Mr. Coleman initiated the discussion by stating that Mansfield would re- ceive an electronic central office, along with all accompanying equipment required to give Mansfield as modern a telephone service as anywhere in the country, in the last quarter of 1985. In further discussion Mr. Coleman stated that most surveys are self - serving and, again, urged those with problems to call Repair. He acknowledged that Mansfield has grown fairly dramatically, with a high amount of business moving into town. Discussion on the 2% surcharge followed. Mr. Coleman said they cannot give Mansfield a definite figure, or time span, on such a charge until they have received basic construction plans, which they need to establish common service plans. John Larch, who was still present, said that as soon as he receives such plans, he will supply the phone company with a com- plete set. Mr. Coleman explained that because of the divestiture, it is much more difficult to give a quick, or simple, answer; and he said he will go back to the legal staff for their best legal opinion, and promised he would have it for the Town, in writing, within a week. Camp Dresser & McKee Report Jim Glendye and Bill Mackey presented their summary for the month of March, together with photographs, as well as the requested Tabulation of Change Orders for Contracts No. 1 and 2; these will be revised periodically. He then presented three Change Orders: #40 - Additional duct work - $781.95 #48 - A plenum for additional duct work - 884.83 #53 - Relocation of service sink in filter press room - 228.02 MOTION: To approve Change Orders Nos. 40, 48, 53 in the total amount of $1,894.80. Levine /McNair VOTED: 3 -0 Bill Mackey then offered an overall view of the various projects to date: Contract No. 1 - Wastewater Treatment Plant; this contract has been extended to July 6, 1985, and is 87.8% completed, with less than 1/2 of 1% in Change Orders, which is very good. Contract No. 2 - Interceptor; essentially complete. Contract No. 3 - First phase of sludge landfill; bids have been received, and there will be a contract recommendation at next months's meeting with CDM. BOARD OF SELECTMEN MINUTES OF MEETING APRIL 18, 1984 PAGE 4 Contract No. 4 - Second Falllofg'84; thislphasescannotbbeastarted until the new plant is operating. Contract No. 5 - Vehicles Contract; for sludge handling vehicles; will probably be advertised for bids this summer. Contract No. 6 - Spring Street /West Street Interceptor. Plans for this project are 75% complete; it is planned to deliver the completed plans to the State in mid -May A Wetlands Permit and Sewer Extension Permit must be obtained, and a Grant Amendment Construction Request; the Sewer Extension Permit was filed February 28, 1984; the Wet- lands Permit will be filed next week. The hope is to begin construction in late Fall'84 for operation in the summer of '85. Mr. Mackey then briefly reviewed their Proposal for Contract Operation of the Wastewater Treatment Plant which they had revised as per suggestions made. At the Town's direction, he said they would be ready to go to bids in mid -May. He closed by saying they feel the overall project is in pretty good shape, and suggested mid -May as a good time for an on -site tour. Selectman Levine again mentioned inviting the Selectmen from Norton and Foxboro. 10. Town Accountant The Town Accountant had been asked to meet with the Board to discuss pro- cedures being followed, and any issues she wished. She had a printout of cash receipts through February for the Board to study; she discussed a dif- ferent form for the Board to see the overdrawn appropriation line items; and advised the Board that she is presently preparing an Assets listing which could be useful in several ways. She also reminded the Board that she is preparing the CDM reports that Paul Marchessault had formerly handled. 11. Sewer Connection Permit Crosspoint Development Co. (William Yetman) submitted a Sewer Connection Permit for their property on West Street, as discussed January 25, 1984. Of interest is the fact that this year's cover was designed by Meredith Tracey, a Mansfield High School Junior, and the collage on the inside front and back covers by elementary school stu- dents, showing their idea of the duties and responsibilities of local government. b) The Town Manager told the Board that Rotundo Concrete had been awarded the bid for 1 concrete structure for the lime injection program; this was a rebid and Rotundo Concrete was the only bidder, with a price of $6,276 for a precast concrete structure. c) Two Transfer Requests were presented for approval: 1) Transfer Request #7 for $1,061.30 to pay the Plumbing and Gas Inspec- tor for the months of February and March. * MOTION: To approve Transfer Request #7 for $1,061.30.
