The Clerk read the letter, from the Recreation Commission, requesting a meeting to cover several concerns of the Commission, the most improtant one being sale and consumption of alcoholic beverages at Memorial Park. The Commission had passed a motion to bar said sale and consumption and were asking the Board which issues the licenses, to cease issuance of the One -Day Beer and Wine Licenses in the future. Discussion followed. The Recreation Commission Chairman advised the Board that they have raised the Use Fee for the Park this year and have 8 teams signed up; these fees go into the Recreation Revolving Fund, and discussion followed on the use of the money in that fund. It was established that said funds should not go for maintenance, and that the Recreation Director should consult with the Commission prior to expending money from that fund. BOARD OF SELECTMEN MINUTES OF MEETING APRIL 11, 1984 PAGE 3 The Town Manager explained that there is one budget for Recreation and one budget for Maintenance, within the Parks and Recreation Department. Dunn /Levine VOTED: 5 -0 Administrative Positions The Town Manager spoke briefly on the importance of establishing position descriptions, position classifications and salary guidelines, in order for the 24 employees who are not members of a collective bargaining unit to be offered personal growth opportunities. He spoke of the dedication and pro- fessionalism of these 24 employees, for the Town and its citizens, and the fact that salary increases have no criteria basis presently. He then out- lined the procedure followed for compiling the Report on Administrative Positions, dated February 29, 1984, and the additional report of April 10, 1984. The report includes a survey of some similar communities from the area, plus a suggested Classification Plan which was formulated with assist- ance from the MMA. Also included was the Town Manager's suggested salary increases for FY -85 and FY -86. The Town - Manager summarized by advising the Board that plans submitted in the past have been rejected, but he hopes this one will be approved for he feels it is important to implement this program as soon as possible. Dunn /Levine VOTED: 5 -0 MOTION: To formally adopt Table 17, entitled "Town of Mansfield Classi- fication Plan" as the Town of Mansfield's position classifica- tion plan for municipal employees not covered by the collective bargaining process. Dunn /Levine Selectman Dunn stated his feeling that a proper analysis has been made, it is an objective review based on standards. Selectman McNair said he did not think private industry should be compared to municipal when considering revenue. Chairman Wills feels municipal government is looking for productivity, especially since there is a tax cap. VOTED: 5 -0 MOTION: To formally adopt Table 20, entitled Proposed Wage Scale FY -85, as the Town's wage scale for municipal employees not covered by the collective bargaining process. Dunn /Levine Discussion followed in which Selectman D'Onofrio expressed concern with the impact on collective bargaining if this particular scale is adopted. He feels there is a need to discuss the impact on the person who is paying the bill; he approves the intent, but feels this is too big a leap right now. His figures indicate a poten- tial increase of something over $3.00 in the tax rate in the next two years, if these numbers are approved. Selectman McNair said BOARD OF SELECTMEN MINUTES OF MEETING APRIL 11, 1984 PAGE 6 he agrees with the job descriptions and the concept of salary increases, but he feels at this time it is a slap in the face of the public. Selectman Levine said she feels it is about time to pay these people, who are the heart of the whole town, com- mensurate with their performance. Selectman Dunn feels there are irregularities in the system, and these need to be corrected at some time. Chairman Wills felt adoption of this wage scale is totally unrelated to any collective bargaining; this is a merit pay for a performance evaluation system. The intention is to re- ward our very valuable employees who make this place operate. He suggested an amendment to reduce the underlying 5% increase that affects the whole scale. A policy vote was recommended that will advise the people who will be affected by this policy that it will improve productivity and morale. Selectman Dunn felt that the Town's lower tax rate indicates the Town has the ability to pay. VOTED: 3 -2 D'Onofrio and McNair opposed. MOTION: To authorize the Town Manager to add to the municipal budget to be appropriated at the Annual Town Meeting the sum of $31,802 to be distributed among the employees covered by this agreement, with the exception of the Town Manager and Tosco Accountant; and further to authorize the Town Manager to distribute among the employees affected by the Enterprise Accounts the sum of $16,015, with the exception of the Town Manager and Town Accountant.
