Phil Hatch and Bruce Willox were present to be brought up to date on the APR
situation. The Town Manager advised them that DEQE had run some noise tests
this week, those results would be sent to the Building Inspector, and the
Board would be kept abreast of developments. Mr. Hatch then passed around
a photograph he had taken, which he described as showing what goes on "in
his back yard on a Sunday morning ". He said there were two trucks there for
48 hours, which left Monday morning; that they have diesel fuel delivered on
Sunday, and he wanted the Board to know the situation has not changed. He
also told the Board he had not distributed the APR letters giving their
answering service phone number, because the neighborhood residents are not
policemen, and he did not feel that taking 24 hours to alleviate the com-
plaint was sufficient.
Planning Board
The Planning Board came before the Board of Selectmen to review their Articles
for the Annual Town Meeting, as well as answer any questions the Board might
have. The Town Planner opened by stating that most of the articles concerned
administrative changes, but they have changed a few requirements for the Site
Plan. Suggested changes to the Special Permit Requirements for Development
in Business Zones would give the Planning Board a little more review power.
They suggest deletion of the Section permitting tourist campgrounds in its
entirety. Under the Zoning By -law Agriculture Section they reorganized the
permitted use section. There was considerable discussion on this, in which

the Chairman of the Airport Commission voiced a few concerns. The final
article discussed covered the Water Supply Protection District in which
the DPW Director explained the intent, which is to protect groundwater from,
most particularly, septic systems, and changes which are hoped to effect
this.
* MOTION: To accept and support the Planning Board Zoning Articles.
Levine /D'Onofrio
Selectman D'Onofrio then said he would like to have more time to
consider these changes before approving them.
* MOTION: To table approval of the Planning Board Zoning Articles until a
later date, prior to April 30th.
D'Onofrio /McNair VOTED: 5 -0
B. Department Heads /Proposed Fee Schedules
a) DPW Director, Joe Zeneski, reviewed his suggested fee increases, as
shown on his distributed Memo, noting that the rate increases for labor
are consistent with the recent union settlement and include overhead.
Some of the increases are just to create a break - even proposition; some
of the Services have never had a fee charged before, and the Service Fees
are basically jobbing charges. Selectman D'Onofrio felt such increases
would cause an increase in water rates; Joe Zeneski advised they would
more likely stabilize water rates. Selectman D'Onofrio also objected to
increases on the basis that these fees would be used for funding Debt and
Interest, a situation which he would like to see changed first; he there-
fore would oppose any increases at this time.
* MOTION: To approve the fees for Installations and Inspection /Testing as
presented.
Levine /Dunn VOTED: 3 -2 D'Onofrio and McNair opposed
* MOTION: To approve the Service fees as presented.
Dunn /Levine VOTED: 3 -2 D'Onofrio and McNair opposed
There was some discussion concerning suggested penalty fees; Chairman Wills
questioned whether the Board has the power to issue penalties. It was the
decision of the Board to take no action until some research on the legal
status of same was done.
* MOTION: To delete the fee for Sprinkler Service.
McNair /Dunn FAILED: 2 -3 Levine, Wjlls and Dunn opposed
* MOTION: To reconsider all the previous votes and make no changes at this
particular point, as there is need to look at this thing a little
bit more closely before we act.

b) Building Inspector
The Building Inspector, Bert Cook, also had distributed copies of his
suggested fee increases, as well as a comparison with existing fees.
He explained to the Board his procedure for determining a fee; and said
Mansfield rates are low compared to neighboring towns. The Inspector
also took the opportunity to impress upon the Board his need for a second
full -time secretary and more room for the number of personnel who use his
office space. Discussion followed.
* MOTION: To approve the Building Inspector's recommended fee increases.
Levine /Dunn FAILED: 2 -2 Wills and D'Onofrio opposed; McNair
abstained
c) Plumbing Inspector
Connie Lajoie, Plumbing Inspector, reviewed his suggested fee increases,
as well as advising the Board that the current fees are lower than most
surrounding communities, and he simply cannot make it with the number of
inspections he now has, on such low rates.
* MOTION: That the Plumbing fees be accepted, as presented.
Dunn /Levine VOTED: 5 -0
* MOTION: That the new Plumbing fees be effective May 1, 1984.
McNair /Levine VOTED: 4 -1 Dunn opposed, feeling the money was
just not there.
d) Electrical Inspector
David Conley, Electrical Inspector, followed with a review of his recom-
mended fee increases and reasons for same, also stating that Mansfield
had the lowest in the entire area. His inspections frequently require
many trips back to the same property.
* MOTION: To accept the Electrical fees as presented, effective May 1, 1984.
Levine /Dunn VOTED: 4 -1 Dunn opposed, feeling the money was
e) Fire Chief not there.

three new Provisional Lieutenants: Normand Bellavance, Ronald Buck and
Andrew Barr. He then reviewed his suggested fee increases for various
permits under his department jurisdiction, with reasons for the changes.
* MOTION: To accept the Fire Department fees as presented.
Levine /Dunn VOTED: 3 -0 D'Onofrio and McNair abstained
Following these votes and discussion on each one, the Board asked the Town
Manager to come back with an impact picture caused by these increased fees.

FIRE DEPARTMENT
MEMORANDUM
TO:
Town
Manager
DATE: April 3, 1984
FROM:
Fire
Chief Edward Sliney
L O S
RE: FIRE DEPARTMENT PERMIT FEES
This memorandum is in regard to fees charged by the Fire Department for
various permits under our jurisdiction. The following is a partial list
of these permits:
Oil Burners
Oil Tanks
Fire Alarms
Smoke Detectors
Gun Powder
Blasting
Model Rockets
Propane
Fireworks
Smokeless Powder
Currently we charge a $5.00 fee for these permits. Chapter 148, Section
10A, Permits Granted by Head of Fire Department, states "A fee of $5.00,
unless otherwise set in a Town by the Board of Selectmen may be charged
by the head of the fire department for any permit granted under the
authority of this section ... but in no event shall any such fee be
greater than $10.00."
Due to the heavy workload in this area, especially Sections 26 C and 26F,
of Chapter 148, "smoke detectors; and the increase in building in the
town, I recommend that the permit fees be raised to $10.00.
In regard to smoke detectors in new and existing buildings, we currently
charge $5.00 for the entire building. I would recommend that this be
raised to $10.00 per living unit as follows:
Single Family $10.00
Two Family or more $10.00 each living unit
Thus, an apartment building with 24 living units or apartments will cost
$240.00 for the permit fee which includes the fire department test of the
system.
