Chairman Dunn summarized the circumstances lead- ing to Mrs. Almquist's presence. Mrs. Almquist had picked up copies of reports concerning the incident from the Fire Chief, Police Chief and DPW Director this afternoon and reported that she was very pleased with them and had a much better understanding of how fire calls are handled. Her main remaining concern was, "Does the Town have enough firemen, fire pro- tection?" Selectman D'Onofrio spoke about the improvement in number of calls over a 3 -year period (being less) and the fact that the industrial plants are now required to have sprinkler systems, apartment buildings must have smoke detectors, etc.. Selectman Wills advised that the Town has a "mutual aid" system with neighboring towns. One resident asked the Board why Canoe River Drive has not been accepted yet. The Town Manager explained the necessary process and said he did not know the exact reason why the Planning Board would not accept it to date, but that the developer had not met some requirement. The Planning Board is holding a Performance Bond. The Fire Chief was also present and advised that at some time in the future they hope to have a "direct call" system for fires, and also to be in a building for both police and fire, with a Dispatcher. Mrs. Almquist thanked the Board for their concern and response. 7. Steve Clairmont /Jaycees Steve Clairmont was present to discuss their proposed annual Clean -up, in either April or Flay, and to ask permission to use the Town dump, on a Sat- urday and possibly Sunday. He passed out copies of his Water Service Permit, as well as copies of the Mansfield Department of Public Works Notice of Permits Required, as displayed in the Building Inspector's office. He stated he was not aware of the restriction on street excavations between December 1st and April 1st, and that the copied notice does not mention such dates. He has a home ready for occupancy, and a buyer, and needs permission for the hook up. Mr. Canaday was advised that the restrictions regarding street excavations has been in effect for several years, and is so stated in the Water Regulations; also that a Notice was placed in the October 27, 1983 Mansfield News covering same. Mr. Canaday was told by Selectman Levine that by granting him an exception, the Board would be open to other sim- ilar requests; that they do not consider his request an emergency. Planning Board The Planning Board had been asked to meet with the Selectmen to discuss the Master Plan, along with duties and responsibilities of both the Planning Board and the Planning Director. Chairman Genatossio gave each member a copy of information pertaining to "What is a Master Plan ? ", "Master Plan Up- date Procedure, December 1983 ", and "Evaluation of Current Recreation /Con- servation Element ", which Planning Director, Joe Mannarino then reviewed in some detail. The Director said there are currently no Federal funds avail- able for Master Planning; he hopes to apply for self -help funding which they will use on a easy "element" first; then, hopefully, start to apply for other monies. He also mentioned consideration of contacting universi- ties and colleges for interns to work on the projects. He described the work as part updating, part reorganizing, and part changing entirely. Be -. cause of accelerated growth and development now, the need for a Master Plan become greater. Although one of the issues the Board had asked the Planning Board to cover concerned the Articles they were presenting at the Annual Town Meeting, BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 29, 1984 PAGE 5 the Planning Board requested that this be put off until March 21st, to allow them time to finalize them after the public hearings held just last week. This was agreed. 11. Old Business - Town Manager a) The Town Manager recommended to the Board of Selectmen that they vote to delay the Annual Tom Meeting until April 30th, in order to have time for a more accurate understanding of the revenues for the next fiscal year. It is not presently known what the town will receive from the Cherry Sheet; this should be available by the middle of March. Wills /D'Onofrio VOTED: 5 -0 It was noted that the Warrant will have to be posted next week, and the scheduled Town Meeting will have to be called, then adjourned until April 30, 1984. b) Reporting on mosquito control in Mansfield, the Town Manager had talked with the Bristol County Mosquito Control who said the control work in Mansfield consists of stream cleaning and roadside spraying. They do not go onto private property. Cost of aerial spraying is $1.80 - $2.00 per acre, dependent upon time of year; this would require an appropria- tion at the Annual Town Meeting, for approximately $6,000. Mansfield has approximately 3,000 acres of swamp land. Aerial spraying also creates problems due to the residents who do not wish their property sprayed. Selectman Wills believes this is a high priority item. * MOTION: To insert an item in the budget to appropriate $12,000 for mos- quito spraying beginning in FY -84. Wills /Levine VOTED: 4 -0 D'Onofrio abstained. c) The Board was advised that there will be a public hearing for the Plan- ning Board's petition for accpetance of Paula Lane, and a public hear- ing for the ammendments to the Mansfield Home Rule Charter relative to establishing a separate Electric Commission, both on March 21st. d) Town Manager explained the $6,128 ineligible amount which EPA had writ- ten the Board about last week. This was something known by Camp Dresser BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 29, 1984 PAGE 6 & McKee to be ineligible, but was approved by the State in error. e) At this point the Town Manager asked the DPW Director to discuss the various subjects of his Memos, as distributed to the Board members prior to the meeting. 1) Equipment has been received for the lime feed program and fabrica- tion of the Cate Spring system will begin immediately. Some lime treatment will be initiated in March, and all the water lime injec- tion system will have monitoring by June. 2) The sewer infiltration progress was reviewed and, to date, the DPW Director estimates that between 50,000 and 60,000 gallons per day of infiltration have been eliminated. A similar quantity of flow is expected to be eliminated when pipe and service connection repairs are completed. 3) Progress is being made on the intermunicipal agreements with both Norton and Foxboro, and the DPW Director reports he is at a point where he is ready to start writing an agreement with Norton. The main problem with Norton, at this time, is terminology and user costs. 4) The DPW Director then asked the Board for a vote to pursue the new telemetry equipment for the tom's well system, as originally out- lined in his January 31, 1984 Memo. He said there is sufficient funding in the Water Projects II account to spend $55,000 for engin- eering, equipment purchase and installation. His plan is to hire a reputable instrumentation design firm, and he has received proposals from Camp Dresser & McKee and Whitman & Howard; he recommends C.D.M., based on its superior experience record and its instrumentation staff. 140TION: To include the telemetry equipment in Water Project II to the extent of Step 1, which is the consulting fee, not to exceed $8,000, subject to the legal clarification to eli- gibility of the project. Wills /D'Onofrio VOTED: 5 -0 It was established that a letter is needed from both the Town Treas- urer and the Bond Counsel. f) Chairman Dunn questioned whether any response had come in from any of the towns that had respresentatives at the Water Quality Symposium. The Town Manager said Easton was the only one which had submitted any- thing; however, the DPW Director has been incontact with Attleboro and Foxboro, with consideration being given to a study to develop water BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 29, 1984 PAGE 7 resources in the Canoe River watershed, with Norton, Foxboro and Easton. g) Selectman D'Onofrio advised the Board that he had been notified of vandalism on the Graphic Labs parking lot and would like to have the Police Department make stops in the lot during the day. He also re- ported that on a Wednesday approximately 500 cars were parked in the three lots. 12. New Business a) The Town Manager said the Industrial Show at the Sheraton this weekend will have two municipal exhibits; one by Parks and Recreation Director, Paul Split, relative to the Rotary Club contribution; the other by the Downtown Advisory Committee relating to their work in the downtown area. There will also be a suggestion box for suggestions concerning the Spaulding School. b) Selectman McNair expressed a desire for the Board to receive a full report on the Clemmey court case and suggested an Executive Session next week for this purpose. c) Selectman Wills reported briefly on the Bristol County Advisory Com- mittee meeting, and that he had requested to be put on the Pension Committee. 13.
