He expressed concern for availability of parking, particularly after re-
construction of the Southeast Expressway begins when, he feels, more
residents will switch to the train. There was considerable discussion;
Selectman Wills feeling it advisable to document the number of residents
who do actually use the parking facilities daily before any action is
taken. The use of a dump sticker as a means of identifying residents
was suggested until such time as a more official means is instituted.
* MOTION: To restrict commuter parking in the Graphic Labs parking lot
to Mansfield residents; post it properly, and post the area
directing out -of -town commuters to other lots; to be effective

g) Selectman McNair said he wants the School Committee to know that the
Board was behind Selectman D'Onofrio last week, supporting his concern
for documentation of school expenses.
Selectman D'Onofrio then read his Memo to the Board covering his attend-
ance at the School Committee meeting the night before, summarizing it
by saying he feels they need to talk some more, with both the School
Committee and Finance Committee. What he would like to see, particu-
larly, is a breakdown of FY -84 expenses, to date, as compared with those
of FY -83; are there surpluses projected in any accounts which might be
encumbered in fiscal 1984 to reduce the total project cost to the tax-
payer; why isn't the same rate of salary increase valid for fiscal 1985
as for 1984, since a 3 -year contract was just signed. He feels it is
the Board's responsibility and obligation to review all funding requests.
Discussion followed, again, concerning the $500,000 figure for recon-
structing the high school roof; the Board would like to know where that
figure came from. The Town Manager advised that until Superintendent
Barbarisi gets an engineering study and plans, they cannot break the
estimated total down specifically. He also reminded the Board that it
might be the wisest move to consider the $900,000, which includes the
handicapped access improvements, because the Town would then be most
certain of receiving at least 50% from the State.
* MOTION: To request the Town Manager to communicate with the School
Committee and Finance Committee to determine the first avail-
able time to meet with the Selectmen to go over the final de-
tails for funding the high school roof.
D'Onofrio /McNair VOTED: 3 -0

b) The Town Manager advised the Board that the bulldozer at the landfill
has been "down" for sometime and will cost between $3000 and $4000 for
a new engine, which will be installed by Town personnel. He said this
cost will require a transfer from revenue funding; it will have to be
bid, also. A rental unit is presently being used at the landfill.
9. Adjournment
