The Hearing closed at 8:16 P.M. MOTION: To grant the four fibreglass storage tanks in the amount of 6,000 gallons, each. Levine /McNair VOTED: 4 -0 8:15 P.M. Norton Board of Selectmen Leonard Silvia, George Carr, Jim Makrin, Carlton Moore, Dorothy Freeman, David Opatka, Peter MacKensie, and Bill Jordan, of Norton, were all pre- sent. Bill Jordan, Norton's Planning Director, was spokesman for the group, stating that there had been dialogue for nearly a year, but they had never received the formula for them to work with, which they had been led to expect. They were confused by the future expansion costs they would have to meet and accept and, for the present, would like to consider only the industrial park planned capacity. Their reason for coming before the Board tonight was to request the referred to formula so that they could move forward. Discussion followed with the result that Norton was promised a formula for basic costs and expansion costs by the end of the month, response to which Norton promised within a week. Camp Dresser & McKee Report Bill Mackey, Charles Loveridge, Jim Glendye and Paul Marchessault presented their report on the Wastewater Treatment Plant progress during December. All exterior activities have been shut down for the winter months. 74% of construction has been completed; inspections by the Army Corps of Engineers, Mass. Elevator Inspector, MA Div. of Water Quality Engineering Compliance Sector all resulted in conformance, with the exception of a "ground" for the hydraulic passenger elevator. BOARD OF SELECTMEN MINUTES OF MEETING JANUARY 11, 1984 PAGE 3 Charles Loveridge advised the Board that Walsh Contracting Corp. has re- quested a reduction from 5% to 2% in the amount retained from his payments, and that he recommends it be granted. Walsh has completed 97% of the work, has been considerate of the Town's requests, and cooperative.. The Town Man- ager said he has been an excellent contractor. * MOTION: To grant holding just 2% retainage for Walsh Contracting Corp. McNair /D'Onofrio VOTED: 4 -0 Bill Mackey then reviewed their suggested Request for Proposals for Contract Operation of Wastewater Facilities in some detail., stressing that the con- cept behind such a proposal is to protect the Town's interests. Discus- sion followed: Bill Mackey recommends a contract of between two and five years, and the proposal gives three options to bid on. Mr. Mackey also advised the Board that the survey for Spring Street, West Street intercep- tor has been completed, and their hope is to have it in operation at the same time as the treatment plant. Selectman Levine made a request for a walk- through of the treatment plant in the Spring for which both the Norton and Foxboro Boards of Selectmen be invited. 8. Margot Jellinek - Cate Springs Margot's first remark was to inform the Board that she was.coming before them as a private citizen. She then passed out copies of a letter, writ- ten by her to the Board, asking them to write the Foxboro Board of Select- men voicing their concern over the gravel removal at Michael Angela Estates. Her letter listed reasons for concern and ended with her suggestion that the Board suggest to Foxboro that they hire a certain engineering firm to report on said gravel removal. Discussion followed; Selectmen D'Onofrio and McNair voiced their concern that there is evidence of a potential prob- lem; Selectman D'Onofrio feeling Mansfield should monitor the situation. * MOTION: To write the Foxboro Board of Selectmen recommending that they hire a knowledgeable and independent authority in the field of gravel removal, and one of our citizens, Mrs. Margot Jellinek, suggests that they consider JET, an engineering firm in Northboro. McNair /D'Onofrio VOTED: 3 -1 Dunn opposed. 9. William Yetman - :Sewer Connection William Yetman, representing Crosspoint Development Co.. of Natick, came before the Board to request assurance of a sewer permit for the end of 1984. His firm hopes to buy a piece of land on West Street for the pur- pose of erecting an office building. They expect the building to have BOARD OF SELECTMEN MINUTES OF MEETING JANUARY 11, 1984 PAGE 4 a daily flow of approximately 2,250 gallons. They do not want to purchase the land without assurance of a sewer connection. At this time they have no set building plan; the type building they wish to put up was discussed. The DPW Director was present and advised the Board he had discussed the situation with Mr. Yetman; his feeling is that this connection will not-be needed, most likely, until Mansfield's treatment plant is operating, but should it be, it would only be for a matter of a very few months. He said he feels he will have the infiltration problem, along West Street, decreased considerably in the near future, so that should this new building have to connect into the present system temporarily, the chance of an overload and/ or backup would be lessened. Selectman D'Onofrio felt the prospect of such an addition to the tax base from a desirable commercial enterprise was worthy of serious consideration. Although Mr. Yetman had hoped for a deci- sion tonight, it was the decision of the Board to take it under consider- ation until next Wednesday's Board meeting. 10.
