b) Town Manager suggested that the Board have a strategy session in ad-

concerning the Wastewater Treatment Plant Agreement. He feels it will
be a public forum of such importance that all issues should be put in
proper perspective. Saturday, January 7th, 9:00 A.M. was the date set.
c) The Town Manager reviewed his schedule of appointments for heads of
departments with the Finance Committee, for review of the budget, and
suggested that the Board establish their schedule also. It was decided
to meet Saturday, January 28th, 9:00 A.M., with the two Public Safety
Departments and Public Works; the Board will meet with the rest of the
departments on the Finance Committee dates.
Selectman Wills said he felt the Board should have a full discussion
with the School Committee concerning their budget, before February 1,
the deadline for Warrant Articles for the Annual Town Meeting. Sunday,
January 29th, 1:30 P.M. was set.

10. Old Business - Selectmen
a) Chairman Dunn initiated discussion of the Tom Manager's Performance
Evaluation procedure, stating that he and Selectman D'Onofrio had done
considerable work reviewing other forms, suggestions from Board members
and Town Manager, and that he would like to see a form adopted. Select-
man Wills said he felt they have done an excellent job. The Town Man-
ager expressed his preference for the former method, saying it gave him
the chance for a written self - evaluation. His concern is for his pro-
fessional character and reputation; the evaluation is a public document,
and he would like to see a more definitive evaluation. He advised the
Board, however, that if they adopted the present format, he would go
along with it to enable them to move forward.
MOTION: That the January 4, 1984 copy be accepted and adopted by the
Board.
Wills /D'Onofrio VOTED: 3 -2 Levine and D'Onofrio opposed.
b) Selectman Levine directed a request to the Press that they insert a

11. New Business - Selectmen
a) Selectman McNair advised the Board that there had been an article in the
Attleboro Sun Chronicle stating that the Foxboro Board of Selectmen
has stopped work in the Michael - Angela Estates Subidivsion because they
found that more earth /gravel removal is taking place than is supposed
to be. Selectman McNair questioned this report versus that of DPW
Director just a couple of weeks earlier. Town Manager advised that the
DPW Director was using a plan which indicated everything was in con-
formance, whereas the Foxboro Board of Selectmen state it is not in con-
formance with Foxboro Bylaw. Selectman McNair said he wants to see the
Board stay on top of this issue.
