6. New England Telephone
Jacqueline Jung and Frank McDonald, District Operations Manager, of New
England Telephone asked to appear before the Board to bring them up to date
on the Mansfield telephone situation. They expressed concern over the
possibility of the Board contacting the DPU with a list of 20 signatures,
and asked that the Board hold off until they submit their plan. They said
Mr. Coleman would like to come talk to the Board the end of January, when
he will present a schedule. Mr. McDonald informed the Board that the date
for the installation of ESS service has been advanced from 1986 to 1985.
He also advised that they expect to have a Transmission Engineer do a noise
survey on Mansfield lines. Jackie Jung said there are on -going projects
in Mansfield even now (cable replacement, etc.). Discussion followed.
Chairman Dunn then requested that Mr. McDonald back up the information he
had given the Board with a letter. Selectman Wills than asked Mr. McDonald

8. Old Business - Town Manager
a) The Town Manager presented his Budget Message to the Board and members
of the Finance Committee, who were present, with a brief overview of
the long and arduous task involved. He said the bottom line for the
Town's operating budget is approximately 4.2 million, which is an in-
crease of $328,000 over last year's. He asked that both the Board and
the Finance Committee look at his proposals very carefully, and stated
that he would like to separate all municipal and education energy costs,
to be drawn from one account, which would make it possible to manage
resources more closely. He suggests consideration be given to an over-
ride to allow an increase in the amount received by taxation; an in-
crease in revenue must be looked at very carefully. He also advised
that there is a need for long -range planning for the Town.
There was discussion on how to approach review of the budget with the
department heads, Selectmen and Finance Committee. Steve Quinn, Chair -
man of the Finance Committee expressed the desire of his committee to
meet on Mondays and Thursdays, suggesting that the Board have their
separate meetings, and then they all meet together to compare and re-
view and reconcile differences. Town Manager will start the second
week in January to review the budget with the Department Heads. It
was decided that the Workshop scheduled for the Selectmen January 9th
would be a good time for both the Board and Finance Committee to meet
together to formulate their schedules and plans.
b) Town Manager advised that the Planning Director has pulled together
reports from the Building Inspector, Town Counsel, as well as his own
for the Grant Application for land on Canoe River. He also reviewed
the reports which indicate a perc rate of 1" in 5 minutes - 1" in 20
minutes; it is acceptable; the area is not a swamp.
9. Old Business - Selectmen
a) Selectman D'Onofrio asked to clarify a point, reflecting on the discus-
sion which took place with respect to Item 10 -b of last week's Minutes;
i.e., that at no time did he seek counsel opinion without approval of
the Board.
b) It was mentioned that the Franklin Street lights are blinking again.
c) Selectman D'Onofrio feels that the Handicap parking spots should be
placed on the other lot, for commuter parking, and that signs indicat-
ing them should be put up for the winter months. He thinks the fact
that those cars improperly parked are being ticketed is great.
d) Selectman D'Onofrio received a call from a resident on Samoset Avenue
who has called twice to have leaves picked up before they freeze.
