It was felt that public safety is a mat- ter of overriding consideration and should have preeminence. * MOTION: To have street lights turned on in Granada Park Estates and Straw- berry Meadow Subdivisions in accordance with the terms of the existing policy, with the developer to pay the bill until the streets are accepted by the Town. The deadline is November 21st. b) Watershed Protection Grant - Town Manager reviewed the purpose of this grant, explaining that a formal vote of the Board is required. The grant is for $160,000, which includes acquisition of two parcels of land located along the Canoe River, south of Mill Street and immediately adjacent to the Dustin Well. This acquisition would serve to protect the groundwater resources in the lower reaches of the Canoe River. The application must be submitted by October 31st with the award of the grant made in January 1984. The two property owners have agreed to sell the property, subject to receipt of the grant. The Town must first appropriate the money; this would come from Water Division revenue, to be returned to the Water Divi- sion when the grant reimbursement is received. A survey of the properties ( is required before acquisition; an appraiser is expected next week. The BOARD OF SELECTMEN MINUTES OF MEETING OCTOBER 26, 1983 PAGE 4 Town Manager said this land is consistent with the Conservation Commission's Master Plan for Canoe River. MOTION: To proceed with the grant for $160,000 purchase of land in the watershed. D'Onofrio /McNair VOTED: 3 -0 A copy of the formal Resolution is attached. b) Town Manager explained considerations of the Downtown Advisory Committee at a recent meeting: One concerning Article No. 8 on the Special Town Meeting Warrant for an even square foot land swap with Graphic Labs. Another, that the Committee recommends no action on the Fulton Street traf- fic situation which they feel has taken care of itself. A third involved a recommended temporary change in the traffic flow from Old Colony Way to North Main Street; temporary barriers will be installed to test the traffic flow before any permanent construction is initiated. Selectman D'Onofrio advised that both business representatives and residents from the area support this plan. Chairman Dunn said it was certainly worth a try. MOTION: To install temporary barriers in accordance with the recommenda- tions of the Downtown Advisory Committee. D'Onofrio /McNair VOTED: 3 -0 c) Town Manager advised the Board that he had written to the Conservation Commission concerning the proposed Symposium on Water Quality for January and asking them to prepare an agenda; he has not received it yet, but has received a communication from the Town of Norton saying they are interested in participating. d) The DPW Director will be installing THICKLY SETTLED signs on Old Farm Road. Town Manager explained that although the Town does not post subdivision roads_ as a rule, Old Farm Road has become a bypass route for traffic going from Gilbert Street through to West Street, so the road receives more than just local traffic. d) Town Manager reveiwed a letter to Joe Zeneski, Town Engineer, from Lycott Environmental Research, Inc. concerning their report, "An Investigation Into Elevated Levels of Ammonia and Nitrate Nitrogen in the Canoe River Watershed ". From his interpretation, in their opinion it should not alter the development of the water supply, though they voiced some reservations, and recommended instituting a study of the municipal landfill in respect to contamination now or later. This led to some discussion, and Town Man- ager stated that there are two other sites to be considered for water sources, which will be taken up in Executive Session. From discussion concerning the possibility of contamination from the pre- sent landfill, Selectman D'Onofrio again expressed a desire to look into acquiring the small (single town) disposal facility, which are becoming BOARD OF SELECTMEN MINUTES OF MEETING OCTOBER 26, 1983 PAGE 5 more popular, and thus, possibly, generate some electricity for the Town as well. e) Copy of a Memo from the DPW Director to the Town Manager concerning the Sewer Connection Policy was reviewed and discussed. Joe Zeneski is recom- mending a moratorium until the West Street interceptor project has re- ceived EPA and State approval and a reasonable implementation schedule has been established. All issued permits are to be in use prior to Dec. 1, 1983, and no further applications accepted until April 15, except for emergencies. He expects to be initiating sewer sealing work this Fall; has initiated a procedure of letters to users in excess of permitted flow; and is considering building to building inspection to locate illegal con- nections. He is also preparing a comprehensive revision of existing sewer use regulations. He feels that during the period of no street open- ings /sewer connections he will have time for a better understanding of the infiltration problem. f) There will be a joint meeting of the and School Committee Saturday, Oct. purchase of 3 police cruisers. The he could ask the Chief of Police to why he feels 3 cruisers are needed; Old Business - Selectmen Board of Selectmen, Finance Committee 29, concerning revenue sharing for Town Manager advised the Board that come to next week's meeting to expplain the Board said they would welcome that. a) Selectman McNair said he had received a phone call at 1:30 A.M. concerning noise at the American Paper plant again. Discussion covered bringing offi- cials of the plant before the Board, further testing of the noise level. Town Manager will check with the Chief of Police to see if he has done any- thing since the last complaint. b) Selectman McNair also reported a complaint, by Walter Hovey, of a "gun rally" on East Street. New Business a) Chairman Dunn expressed a need for a workshop to establish guidelines and objectives for next year for the Board. 10. Planning Board The Planning Board asked for time to discuss the proposed cut of their $5000 Maps Fund. They asked that they be allowed to keep $3000 to use for the Con- servation and Recreation sections of the Master Plan. In order for them to be eligible to receive Self -Help funding they must have the maps; existing maps need updating badly. Town Planner, Joe Mannarino explained his proposal for a smaller scale map, with which overlays can be used, and which can be dup- licated on the copy machine. Discussion with the Selectmen seemed to indicate the feeling that the Master Plan is a necessary tool, from which all depart- BOARD OF SELECTMEN MINUTES OF MEETING OCTOBER 26, 1983 PAGE 6 ments can benefit, and it is essential to many projects. Town Manager said there is the possibility of taking some money out of the Conservation Fund. He will discuss this with the Conservation Com- mittee Chairman. Mrs. Genatossio was advised to be ready to present their side of the argument when the Article was brought up at the Special Town Meeting. Marydee Flynn, of the Planning Board, then expressed some concern for what appeared to her to be a lack of communication between the Board of Select- men and others, feeling this matter of fund cuts had not been brought to the attention of herself and other members of the Board until they read it in the paper. She was advised that the Board of Selectmen and Town Manager communicate, with the Board Chairmen. 11. Chairman Dunn polled the Board members 3 -0 to go into Executive Session to discuss land acquisition /watershed; to come out to adjourn only. Executive Session minutes typed separately. Board meeting adjourned at 10:38 P.M. D /Onofrio /McNair VOTED: 3 -0 MINUTES APPROVED: Date signe TOWN OF MANSFIELD, MASSACHUSETTS BOARD OF SELECTMEN October 27, 1983 50 West Street, Mansfield, MA 02048 Executive Office of Environmental Affairs Department of Environmental Quality Engineering Division of Water Supply One Winter Street Boston, MA 02108 RE: Water Shed Protection Grant Application Gentlemen: The Mansfield Board of Selectmen voted on October 26, 1983 to formally submit the grant application under Chapter 286 of the Acts of 1982 for the acquisition of water shed protection property in the lower reaches of the Canoe River. Mansfield is a growing community and has realized substantial industrial and residential growth over the past few years. We are required to provide water service to all users within the Town. Over the past decade we have invested substantial sums of money to improve and expand our existing distribution system, as well as to expand our supply capability. The Canoe River acquifer is the primary acquifer in the Town, where the Town has four existing wells and one potential well site. The acquisition of the property as enumerated in the grant application would provide additional protection to the Dustin Well and the Proposed Mill Street Well. The proposed acquisition directly abuts the Dustin Well. We hope that your department will give very careful consideration to our application. Very truly yours, U John W. Dunn, hairman MANSFIELD BOARD OF SELECTMEN JWD:mc
