MINUTES OF BOARDS and COMMITTEES SPECIAL MEETING
OCTOBER 6, 1983
PRESENT: Chairman Dunn; Selectmen McNair, D'Onofrio, Levine; Town Manager
Also present: Planning Board Chairman, Grace Genatossio; Marydee Flynn
of the Planning Board; Board of Health Chairman, Ed
Tartufo; Conservation Commission Chairman, Dianne Royle;
Zoning Board of Appeals Chairman, George Wojkiewicz;
Town Counsel, John Dwyer; Town Manager, representing
the Department Heads.
The Board discussed Warrant #18 which related to paying School Department
salaries. It was noted that the Board had received a recommendation of the
Town Accountant that the contract between the Mansfield Teachers Association
and the School Committee was signed and that it was the Town Accountant's
recommendation that the warrant be paid.
* MOTION: To approve Warrant #18 in the amount of $213,962.94, dated October 4,
1983. D'Onofrio /McNair VOTED: 3 -0 Levine absent.
The discussion centered mainly around the Town's ability to influence the timely
completion of developments, such as subdivisions and ponds. Dianne Royle,
Conservation Commission, mentioned that their terms and conditions are usually
met; however, a great deal of effort can be spent on projects where there is a
lack of cooperation from the developer. She noted that Town Meeting Articles
which would have supported bonding were defeated by intervention of then Town
Planner, Paul Folkman. With Planning Board support this area would be pur-
sued in the future. Dianne Royle also mentioned that the Conservation Commis-
sion has no full or part -time agent and that support was needed. The Town
Manager mentioned that the new Town Planner was hired with intentions to pro-
vide support to the Conservation Commission through Wetlands and Open Space
planning and that he would try to have more time made available for the Con-
servation Commission. Dianne Royle also felt that Karl Drown was especially
helpful.
Grace Genatossio felt that most projects under development were under control,
especially now that a full time Planning Director is on the scene. When dis-
cussion with respect to joint Zoning Board of Appeals and Planning Board meet-
ings arose, both she and Chairman Wojtkiewicz were supportive. George Wojtkie-
wicz mentioned that a get -tough policy with chronic offenders on conservation
projects, such as ponds, would go a long way in preventing future offenders,
and that perhaps hungry law firms which are less expensive would maintain a
vigilant pursuit on cases.
Ed Tartufo was questioned on perc tests at which point his response satisfied
all concerns. He felt that he had the tools to communicate and enforce his
Board's regulations.
Selectman D'Onofrio stated he thought it might be appropriate to copy minutes
for Town Counsel on matters of decision which could require his future atten-
tion. For cases up to this point he has received a complete file upon request.

Marydee Flynn mentioned that some problems arise from Board turnover. John Dunn
mentioned the Selectmen's policy of nominating individuals for appointment, then
the Selectmen interview the applicant prior to appointment. It was thought that
it would be best for boards to identify needs or qualifications for filling vacan-
cies or new appointments.
The meeting was adjourned at 9:45 P.M.
