Discussion•followed with Selectman Wills stating he feels particularly at this time the Planning Board needs someone with proven experience; that by the Planning Board giving two recommendations (Lord and Bachman) they could not make up their mind. Selectman McNair said he had known Mr. Bachman for years & Bachman has the qualifications and a concerted interest in the town. Select- man D'Onofrio spoke on Bachman's excellent qualifications, education, 30 years of residence in Mansfield, his detail in filling out the application completely, and reminded the Board of an article in last week's Mansfield News speaking to apathy in the town. He felt the introduction of new blood, a dif- ferent perspective, new ideas would be in the best interest of the town right now. Chairman Dunn then reminded the Board that appointment to the Planning Board is a very serious one, and that with a new Planning Director it is im- portant to have someone with experience on the Planning Board; he then seconded Selectman Wills' nomination of Ken Parsons. It was then suggested that Jim Bachman be allowed to speak for himself since he was at the Planning Board meeting next-door. ;He was questioned at some length by the Selectmen. * MOTION: Nominate Ken Parsons to the Planning Board. Frank Cinelli, member of the Southeastern Regional Vocational School Committee, appeared before the Board to request their consideration to allow the Regional School to retain $7,807 of the $50,916 additional Chapter 70 aid which will be used to reduce Mansfield's assessment for fiscal year 1984. The Regional School will suffer a $212,000 shortfall due to the State's decision to funnel funds back to local school districts, of which the $50,916 is Mansfield's share. Any money not spent at the end of the year would be repaid. The Re- gional School needs a 2/3 vote before October 1. Selectman Wills felt it would help if the Town Manager were allowed to offer the complete financial situation prior to a decision; it was decided to allow Mr. Cinelli to continue. Selectman D'Onofrio supported the School request, saying he felt the money would be well spent and that Mansfield benefits from what the Regional School offers. Selectman Wills stated that the Town does not have the $7,807 to grant. Town Manager offered the point that a decision does not have to be made tonight; that the Board could wait until the rest of the package is considered. Selectman D'Onofrio felt it was a matter of pri- ority. * MOTION: To allocate to the Southeastern Regional Vocational School $7,807 of the $50,916 additional Chapter 70 aid to Mansfield to help off- set the Regional School's shortfall of $212,000.
