Peter Neville, Executive Director, and Diane Kowalski of Amego, Inc. met with the Board to introduce them to their organization and their desire to purchase the property at 114 Rumford Avenue as a home for autistic children and adults. Amego, Inc. was started in 1972 as a program for people with autism; they have had a center operating in Hingham for the past 7 years. They are licensed by the Department of Mental Health, and the Attleboro office will have oversight of their program in Mansfield, as part of the Southeastern Massachusetts area. The day programs for the residents will be in Quincy. It was explained that autism is a syndrome, a chemical imbalance, which causes mental and social problems for the victims. There would be between 6 and 8 resi- dents in the Mansfield home. Selectman D'Onofrio suggested that an open house, an invitation to neighbors, would be nice so that the public may become familiar with autism and, thereby, be more understanding. Select- man Wills issued a warm welcome to the organization and wished them well; this was seconded by all present. The meeting ended at 8:55 P.M. 11. Art Keef of Sites Unlimited, Real Estate Broker for Cabot, Cabot & Forbes, met with the Board to request permission to connect a proposed Friendly's restaurant to Mansfield sewer system. The Friendly's is to be a different style building and menu than the usual type restaurant they have; they propose a modified standard family style restaurant. It is proposed for a parcel of land between the old and new Rt. 140; how- ever, for better visibility the building will be set forward, which will place it in Foxboro rather than Mansfield. Mr. Keef presented a drawing showing the lot and placement of the building on the 2.4 acre parcel. The general opinion of the Selectmen was expressed as disapproval, be- cause Friendly's would not be paying taxes to Mansfield, would not be BOARD OF SELECTMEN MINUTES OF MEETING AUGUST 17, 1983 PAGE 5 using Mansfield water, and because Mansfield is presently in negotia- tions with Foxboro over the Wastewater Treatment Plant, to grant this sewer connection would not be wise. Selectman Wills suggested that moving the building back on the land so that it would be located in Mans- field would not make a significant difference for the use of the facil- ity, particularly since Mr. Keef had said they expected the majority of users to come from the Cabot, Cabot & Forbes Industrial Park. Select- man Wills then said he felt certain the Mansfield Industrial Development Committee would be willing to meet with the Friendly's management to discuss the situation, which Mr. Keef felt was a positive approach. He thanked the Board for their time and interest. The meeting ended at 9:25 P.M. Selectman McNair was called out of the meeting at 9:05 P.M. 12.
