bors regarding noise in the parking lot, and would use the money from the

8:15 P.M. -- Finance Committee - Town Counsel Bills
The Finance Committee is concerned about the large expenditures for legal
counsel which have resulted in the account being overdrawn with the resulting
need for transfers from the reserve fund. They requested more stringent
control over the use of Town Counsel by Boards and Committees. Although
Boards and Committees have the right to legal counsel under the Charter, the
Board requested a breakdown of Mr. Dwyer's itemized bills by department for
further analysis of the problem. Also a listing of what other legal bills
are pending. Budgeting for Town Counsel should be projected more closely
in line with actual costs for the future. It was noted that the reason
for the significant increase in expenditures for legal services over
last fiscal year is that bills have been submitted for payment by the
former Town Counsel for work done in previous fiscal years.
8:30 P.M. -- Public Safety Work Program
Police Chief Jesse Earls discussed the various aspects of his department's
work and noted that it is understaffed. By comparison, Foxboro has 32 men,
North Attleboro has 36 and Easton 30 men. The F.B.I's standard is 2 men
per thousand population which works out to 27 -28 men for Mansfield. Also,
he would like to have two lieutenants between the sergeants and the chief.
Selectman Levine inquired about costs associated with the future needs sec-
tion of the report. Rough fi ures of $6,000 for a computer, $15,000 for
improvements to the station, ?8 -9,000 for a video monitoring system were
given. There was also a discussion of the possibility of a combined fire -
police department and its cost.
The Crossing Guard program was discussed. This was created by public demand
and presently costs $19,800 plus equipment to cover eight crossing locations.
In the future guards will not be completely outfitted as there is a high
turnover in the positions.
In response to a question regarding pistol permits, the Chief stated that the
requirements are for a Board of Probation check, two photographs and the $10.
fee. He advocated the program for finger printing of children and is working
with the P.A.C. which plans to raise the $300 needed to cover expenses. Hopes
to have the program in place before the end of school or early in the fall.

of service during the last year. His Operations group presently consists of
58 volunteers who provide training for first aid, coverage for special events
and emergency services. He also serves as coordinator for surplus equipment
available from the federal and state governments. Also, he informed the Board
the they, the Town Manager and he comprise the Rationing Board for the Town.
Margo Jellinek came before the Board to discuss Michael Angela Estates in
