8:00 P.M. Joseph Zeneski - Public Works Work Program
Mr. Zeneski was present to discuss the Public Works work program for
the Public Facilities, Water and Sewer Divisions. This program is for
the next fiscal year. His presentation included staffing, future
projects, priorities, and growth potential in the three departments.
One item discussed was security measures at the well sites for malfunctions
and burglaries. It was also asked if a tree replacement program could
be implemented to replace the trees cut down. Other items discussed were
staffing for water, sewer and highway, catch basin cleaning, rubbish
collection funding, street improvements and drainage problems. There
was discussion on contract operation for the new wastewater treatment
plant. One suggestion was an infiltration program for the industrial
park. Mr. Zeneski mentioned a letter he received from Lycott Environ-
mental Research on the Whitman & Howard reports on wells at landfill
and Mill Street. Their recommendation was to do a further study, the
cost being $1,700.
MOTION: To approve resolution that the Board of Selectmen agree to
go ahead with further study. Wills /D'Onofrio VOTED: 5 -0.
There was some question on development of Bungay Lake. Residents would
like to dredge it, but it might effect the groundwater table. Land
acquisition for future well sites was mentioned. This is also a part of
the water master plan. Selectman McNair asked about staffing for highway
water and sewer. A personal computer was also mentioned by Mr. Zeneski
to be used for engineering work. It was suggested he attend negotiations
with Norton & Foxboro for the wastewater treatment plant. A plan for
expansion of the collection system was also discussed. Drainage at the
Post Office was discussed. The next item for discussion was the water
and sewer rate increase. Mr. Zeneski recommended the rates be increased
effective June 1, 1983 and that they go up 1/6 each month until December.
They would then be at the new rate. The sewer billing is based on the
water bill dollar amount. The sewer rate would be a separate amount.
85% of water consumption number would be used and applied to the rate.
