Adjournment BOARD OF SELECTMEN MINUTES OF MEETING December 1, 1982 PRESENT: Chairman McNair, Selectmen Colella, May. Selectman Mahana arrived at 7:06 P.M. Selectman Levine arrived at 7:10 P.M., Acting Town Manager, Joan Cutillo. 7:02 P.M. Meeting called to order. Whitman & Howard, Inc. Present were Arthur Stockus and Bud Cooney from Whitman & Howard along with Water Supervisor, Bob Morrison to discuss the options for Mill Street water main work. Arthur Stockus had a letter for the Board that they had requested last week on the bids from the Mill Street work. If Donahue stops work, he will be claiming around $22,283. It was mentioned that we will not be able to use the Mill Street well un the near future as they cannot pin point the problem with the ammonia and nitrates in the water. Since 1975, when they first looked at the site, the ammonia levels have picked up. This problem has not effected the other well sites in town. It was noted that the water loop calls for a 12" pipe and Whitman & Howard's recommendation is to go down Essex to Ware to Short Street. The original estimate for Mill Street was $524,000. Some of it could be used for the water main and they would have money left over. It was asked if they could legally change the work. Board would like to check with Town Counsel on this. Mr. Donahue was present and noted that they are willing to work and maintain present prices on the job. Mr. Cooney noted that Town Counsel's concern would probably be the 2200' of pipe installation. If it is not approved, it would have to go out to bid again. Board will have to get an opinion from Counsel as soon as possible. MOTION: That we change the location of the work to be done on Mill Street project to stop at intersection of Mill & Essex Sts. and go dorm Essex St. as scheduled with the exception of 2250' until Board received opinion from Town Counsel on it. May /Levine VOTED: 4 -0. MOTION: That we amend the engineering contract to include that portion of work from where they stop at Mill St. to Essex St. to Ware St. to Short Street. Mahana /Colella VOTED: 4 -0. Mr. Stockus also spoke briefly on Chapter 805, leak detection program. Applications for grant are due on December 15, 1982. They are offering their services to help on the grant application as it is very technical this year. This is 50% reimbursement of around $700,000. Cabot Cabot & Forbes - Street Lights, Industrial Park Present were Dave Grant, Paul Dalton & Vern Johnson to discuss the street light situation in the industrial park. Mr. Dalton had a plan of the park for the street lights. There are 211 light fixtures in the park. They checked with the light department and there are supposedly 48 lights on. They went out and counted 22 lights being on, so there are 26 lights that have either burnt out, etc. They would like the total of 48 turned on plus another 32 in various locations to bring the total up to 80 lights. The estimated cost for 80 lights would be around $10,000. They looked at curbs, intersections and driveways to make their determination for lights. The Town would pay for the additional lights. Selectman Mahana felt they should make sure all intersections and curbs are lit then look at the other lights. * MOTION: To turn on and check the 48 lights intended and go from there. Mahana /Levine VOTED: 4 -0. It was noted that the lights are paid for by the Town.. Town Manager's Report Acting Town Manager, Joan Cutillo spoke about results of meeting last evening with Finance Committee and School Committee. The FinCom voted to use $74,350 from existing account, Conservation Land, Willow St., and $31,030 to be transferred from revenue sharing account to make up the loss. She gave the Board a status report on revenue sharing fund account. If revenue sharing is done next year we will have $390,570, if not, they will have $130,570 to work with. FinCom felt that was the only route available. They do have a question on whether this is legal, and would like to get in touch with Town Counsel as soon as possible for an opinion on it. They cannot find anything that says they cannot do it. They noted that residents can come in and pay estimated tax bills. They must also get out and vote at the special town meeting next Monday. They can make voluntary estimated payments. Acting Town Manager Cutillo explained how they used adjusted free cash and adding taxes collected from previous years. It could be done with approval of director; but this year, they no longer accepted this practice, as it was all based on estimated figures. She noted that the FinCom and School Committee had copies of reports Board had tonight. She has started looking over the budgets and feels they should probably stay level funded and put in salaries at the end. Chairman McNair noted they have a request for transfer which they will bring up at next week's town meeting. Ms. Cutillo also noted that she is working on DPW reorganization with G. Wey, and will have financial impact of it soon. Gave Board message from Grace Genatossio re: candidates night. Board Reports Selectmen Colella, Levine & May did not have reports this evening. Selectman Mahana noted a newspaper report on Town Mgr's receiving 10 weeks severance pay. He received 1 /12th of his annual salary. BOARD OF SELECTMEN MINUTES OF MEETING ( December 1, 1982 Page 5 Chairman McNair spoke about George Wey's resignation. He will be leaving this Friday and noted that his reason for leaving is for more money, it is not a move because of politics. * There being no further business, meeting was adjourned at 9:00 P.M.
