MINUTES OF MEETING
November 29, 1982
PRESENT: Chairman McNair, Selectmen Mahana, Levine, May, Town Treasurer,
Joan Cutillo.
7:00 P.M. Interviews for Electric Department Manager position. First
interview was with Mr. John Larch. Mr. Larch works for Wellesley Light
Dept. and is their superintendent. Would not relocate for at least 12
years for personal reasons.
Regarding MMWEC, philosophically no committment to public power, likes
private enterprise. He noted that meter reading does not fall under his
domain, it is done along with water by management division. He also knows
about our committments for power supply and feels that we need new pro-
jections and sell off excess. The sale of plant may be viable option.
On a 1 or 2 step flat rate, he has no objection, but would need cost analysis
before rate study. He knows and worked with R.W. Beck.
Regarding changes to our system: 1. Poles with triple circuits should be
changed. 2. Loop feed system to industrial park 3. Restore cost estimates
lost in fire (cost of plant). Might be done with summer help.
He noted that he would have to give one month's notice. We should not take
more committments without a great deal of study. Would have to brush up on
computer programming.
Next interview was with Joseph Hurrie, who works for MBTA. He noted that he
has reviewed rate studies and cost of service studies but has not done any.
He has done load forecasting, but has not seen our system. Regarding nuclear
power in the future, ther e is a moratorium coming on nuclear plants because
of insufficient safety measures and have not solved spent fuel 'problem.
He noted that he applied because of the challenge. At MBTA reduced power
costs about $15 million a year. He feels we need to sell some committments
actively sell, not to wait. He feels a good mix would consist of coal, for
a base with nuclear for intermediate and peaking should be oil or gas. Hydro
from Canada would be good, but not for base because it come from out of the
country. He also feels we need to sell excess, even if it's at a lost. This
would be a primary concern. We should not buy anymore until our excess has
been eliminated.
Regarding flat rates, rates should be based on cost of service per class.
Extra power needed, 15 to 20 %, for reserve. He.knows DPU and required
reports. He would have to give two weeks notice and has two goals:
1. Get rid of excess power supply and 2. Get rates settled to insure
revenues.
Last applicant, Frank Antazak did not appear for interview.
