Town Manager's Report
Town Manager had two items relating to the town accountant. Mr. Britto has
comlileted review of records re: shortage in free cash and we know how much
money they need. We have to make up $105,380. The free cash voted on was
$258,080. The only amount allowed by the Bureau of Accounts was $76,700.
They could raise more by taxation. He has prepared two articles for a
special town meeting which he went over with the Board. He could make a

proportional adjustment to school and town budgets. There is some available
revenue sharing money. Town Manager recommends against using this money as
we will not have it for next year.for capital improvements. They will not
have any available free cash until FY 84. It was noted that tax bills can
not be sent out until after the special town meeting is held and the tax
rate is set. At this point, we are very short of cash and have not been
paying all of the bills. They should make reductions in the budgets.
Town Treasurer recommended setting time for special town meeting on December
6, 1982.
* MOTION: To convene a special town meeting December 6, 1982 at 7:30 P.M.
at the high school for the purpose of inserting two articles.

Town Manager spoke about the town audit. We had received proposals back in
June of this year. Peat Marwick Mitchell's proposal is for $17,900. Their
{ prdposal was better and more comprehensive, as they proposed to do an audit
of the light department too. $10,000 has been appropriated for the audit.
His recommendation is to go forward with their audit and the extra $7,900
will come from the electric department. He has talked with Jean Nichols
on it. The audit has to be completed by February, 1983. The other proposal
received gave an outline of what we needed. It was asked if they would be
at the same price if they proposed to the same work as PMM. He will call
DiPesa on this.
Clerk Levine noted a thank you note was received from the Board from a
resident on Balcom Street for a street light.
