Mr. Glendye gave his progress report to the Board for the month of October. They talked about paving North Main Street which should start on Friday. They also discussed leaks on sleeve under Rt. 495. This will have to be paved also. It was asked if they could petition the State to do this. CDM will check on it. Mr. Loveridge noted that he did not have any change orders this evening. Mr. Glendye gave the progress photos to the Board. They also mentioned a letter from CDM to Walsh re: where he is dumping surplus material. Whitman & Howard - Mill Street Wells Present were Arthur Stockus, Bob Morrison and George Wey. Mr. Stockus noted he was here in response to their letter last week regarding the Mill Street wells. Town Manager met with Mr. Stockus Monday to review the situation. Apparently they forwarded the formal report on the test well on Mill Street to Paul Anderson, DEQE September 2, 1982 and the first time the Town Manager saw the report was on Monday with Arthur Stockus and Bud Cooney. Mr. Stockus explained the report and the letter to the Board. He handed out a map of the wells on Mill Street to the Board. He noted that the nitrate levels have increased in some spots, but that it is still a potential well site. BOARD OF SELECTMEN MINUTES OF MEETING November 10, 1982 Page 4 They proposed to sample all of the wells to see where the nitrate problem is coming from. He explained how nitrates were formed and noted that it could be coming from decaying matter or human waste. It will be about $500,000 for Mill Street well fields. It was asked what good the 12" water line would be to the town if the wells were not developed. Mr. Stockus noted that it is part of the master plan for the water loop. They will not proceed on the final design until the situation has cleared up. There was about $20,000 spent in 1975 on the wells and recent money spent figures around $4,000 for prolonged testing and driving holes for the pumping test. They will be sampling 12 wells along the river and it will cost $3,500. Mr. Stockus felt that they should not stop development of the well site right now, but to go forward with the testing before making a final decision. If the stream is being polluted, by testing the site they could probably identify the problem. * MOTION: To go forward with testing for $3,500 with engineering hold on wells. Mahana /May 1DTED: 4 -0. Mr. Stockus discussed the letter of November 3 on remaining water mains on Mill Street. He noted that the testing will take a few days and they should have results in two weeks.
