8:00 P.M. Whitman & Howard - Lime Feed
Present were Arthur Stockus and Larry Gilmartin from Whitman & Howard
along with the Board of Health, Health Agent and Water Superintendent to
discuss the lime feed system to be used in Town. Mr. Gilmartin noted
that they will be feeding lime to raise the Ph level to 7.5 to reduce
carbon dioxide level and help to stop water leaching to copper pipes.
They want to reduce it below the maximum secondary level of the drinking
water regulations. The Ph now is about 6.0 or 6.1. They will be doing
this at Witch Pond with the lime feed. The wells are pumped 6 hours a
day and they only pump when the high lift pump is on. The Ph level in
the other wells is about the same. The water will be tested at the
l pump station, and two homes, one at 240 Plain St. and 20 Plain St. This
will help them obtain a constant reading for the six to eight week period.
They will be using something different on Dustin Well. Mr. Gilmartin
noted that lime is the safest and cheapest but it's very messy. They would
like to use a sodium silica with a polyphosphate which will coat the pipes
in the street and houses. It was also noted that some lime will be

ingested, but will not be harmful. Lime will be fed at Witch Pond wells
2, 3, 4,,& 5 and Kate Springs. Mr. Stockus mentioned that it was stopped
before because West Mansfield was complaining of brown water and that it
was greasy. The former Town Engineer then suggested stopping the program.
It was asked if these items would have any effect on persons with health
problems. They did not feel that it would cause any problems, but if the
sodium level gets too high, they will be notified by the State and people
can contact their doctor. The calcium level is okay. Mr. Stockus then
gave the Board a letter from Whitman & Howard on some questions raised by
the former Health Agent on water quality. The water is safe for drinking.
The only problem is with water standing overnight that has the high copper
content. If people let it run for a few minutes, it goes back to the
normal level. The water supply does meet all drinking water standards and
is safe. Calcium deposits from high amounts of lime were also discussed.
This would only happen if they raised the Ph level to around 9.2. The
total cost of both programs is $22,600 and will be for seven weeks. After
the seven week program, if it is successful, it will be evaluated and
they will come back with a report on the material and recommendation as to
what system is more appropriate. They could train water department per-
sonnel, but they do not have the manpower and not all of the equipment
necessary is there.
