BOARD OF SELECTMEN /LIGHT COMMISSIONERS
MINUTES OF MEETING
September 15, 1982
PRESENT: Chairman McNair, Selectmen Colella, Mahana, May. Town Manager,
W. Chadwick Maurer, Jr. Selectman Levine not present this evening.
7:15 P.M. Meeting called to order.
Discussion on Electric Rates - Present were Jean Nichols; John Nelson &
Dan Sack from R.W. Beck to answer questions about the electric light rate
increase. Board would like to make sure the increase does not exceed 20 %.
John Nelson noted that the 88% increase in the base rate came from the
Rate Study done by R.W. Beck. The figures were based on the 88% increase
in the base rate with different fuel adjustments. Mr. Nelson felt that
the fuel costs would be decreasing about 16% over a period of time. A
problem discussed by the Board was the profit exceeding 8% DPW allowed
profit. A staggered increase was discussed. Selectman May felt that they
should start absorbing the fuel adjustment into the base rate so they will
not show an excessive profit until the rate study is completed. Selectman
Mahana asked that all future correspondence from R.W. Beck be sent to the
Board. Board would like Jean Nichols to look at figures to see what per-
centage they can use until the end of the year. Mr. Nelson noted that they
can only change the rates every 3 months and that there will have to be
another base rate increase at the beginning of next year. Bernie McKinley
asked about a cash reserve possibly being used. Ms. Nichols felt that
they should go with the 88% increase and work with percentages of decrease
in fuel charge.
MOTION: To take 25% reduction off of current recovery cost of
fuel to be reviewed on a month to month basis until
future studies are made. May /Mahana VOTED: 3 -0.
The rate study could be done now, working with other electric departments.
One main problem is finding a director as the salary is lower than the
salary demands of other light directors. Town Manager recommended he serve
as the Electric Light Director under the Town Charter. Normally the
Electric Manager reports to the Board of Selectmen. Therefore, the Board
should appoint a manager of the light department which would serve as both.
MOTION: To readvertise for Light Department Manager and that the
Board of Selectmen hereby remove the Town Manager as the
Manager of the Light Department, which is not effective
until one is hired, per Town Manager's recommendation.
Mahana /Colella VOTED: 3 -0.
Town Manager recommended that the Board consider appointing an electric
department advisory committee.
MOTION: To take Town Manager's suggestion under advisement at this
time. Mahana /May VOTED: 3 -1 Colella opposed.
MOTION: As Light Commissioners, the Board institute the bids to
be done for a rate study. May /Mahana VOTED: 3 -0.

8:53 P.M. Camp Dresser & McKee - Progress Report
Present were James Glendye, Charles Loveridge, and Paul Marchessault to give
their progress report on the wastewater treatment plant and the construction
on the interceptor. There was a short discussion on materials stored off
site. Regarding the interceptor project, the contractor hit ledge rock and
will be overrunning on that line item. Mr. Loveridge thought the time limit
for this was 20 days and noted that the contractor could make a claim for
unforeseen underground conditions. They will start working on the inter-
ceptor line sometime next week in the downtown area starting behind the
funeral home on the right -of -way. Board discussed traffic patterns as they
would like to see more consideration given to the downtown businesses.
Board recommended detouring 106 traffic down 140 past the town hall and
opening Church Street to 2 -way traffic. The sewer interceptor will be on
the west side of Main Street. Board would like the detail police to take
staggered lunch breaks also. Mr. Loveridge had three change orders for

9:46 P.M. Steve Williams - SerVess
Mr. Williams noted that they will be renting a duplex from an investor in
Mansfield for 6 mentally retarded gentlemen. These gentlemen are working
and are moving from Norton to Mansfield. The duplex is located at 44 -46
Crocker Street. They will be staffed 24 hours a day. Some of these men
have lived in Mansfield before and they have to move..-as the house in
Norton is being sold. These men are self sufficient and are not a threat
to the public. They will probably have a multi -year lease agreement.
It was also noted that the School Dept. has allocated funds for two of
these men for transportation. It was asked why local communities pay for
transportation for these people. State law requires local communities to
pay for a portion of the transportation costs. Mr. Williams noted that
the house on Rumford Avenue will be vacated soon. They intend to move to
North Attleboro. Samoset House had problems but there is now an age re-
quirement. It was also noted that there are existing bus runs in Town
now that might be used. No vote was required and they will speak to
abutters of property being rented.
