BOARD OF SELECTMEN
MINUTES OF MEETING
September 8, 1982
PRESENT: Chairman McNair, Selectmen Mahana, Levine, May. Selectman Colella
not present this evening. Town Manager, W. Chadwick Maurer, Jr.
7:30 P.M. Meeting called to order.
Sevier Connection Policy Review - Paul Folkman, Paul Marchessault
Town Manager spoke briefly about the sewer connection permit process and
that the Town will be applying for a grant to upgrade the Lyons Brook sewer
which will help alleviate the problem on West Street. Mr. Folkman began
the presentation which reviewed all sewer policies and recommendations for
improvements. It was noted that the main problem is infiltration of water
into the sewer mains during the winter months. Their recommendation was
to implement a sewer monitoring program for the whole sewer system and to
seal the sewer lines. They also recommended a new administrative procedure
for the issuance of sewer permit connections with new forms, etc. Paul
Folkman has written a letter to Town Counsel regarding rescinding in 60
days all permits not being used with written notice. Both Paul Folkman
and Paul Marchessault would like to see the package as presented adopted
as a whole.
8:00 P.M. Public Hearing, James Eastman, Jr. - Class II License
Clerk Levine read application for James Eastman, Eastman Motors, Class II
license to sell used cars-,at Clemuney, Inc. 14r. Eastman noted that he will
be selling 4 -5 cars on Clemmey's property at 390 West Street and will have
a trailer as his office. No repair work will be done. It was asked if the
trailer was authorized in that zone for 390 West St. If license is
approved, it would be conditional on Building Inspector.and ZBA approval.
Mr. Raymond Whittier, 396 West Street noted that he was opposed to the
license because of increased traffic in the area. Mr. Richard Gordon,
407 West Street was also opposed due to traffic increase and added con-
gestion in the area. Mr. Eastman felt that there would not be any added
traffic in the area because of his business. His business will be set
back from the road and no cars will be seen from the street.
MOTION: To grant a Class II License to James Eastman, Jr. with
restriction of no more than 6 cars on the lot at one time.
19ay /Mahana VOTED: 3 -0.
AMENDED MOTION: To have license approved subject to Building
,Inspector approval for water use, etc.
May /Levine VOTED: 3 -0.
Return to Sewer Connection Policv Review
Mr. Marchessault suggested contacting a firm to seal the sewers once problem
areas are found. They also suggested having permit valid for 60 days after
Planning Board and Conservation Commission approval. Paul suggested having
water and sewer departments work on a sewer use vs. water consumption report.
That would compare to what has been approved vs. what actual use is from
water reports. If the use exceeds the original permit, they would be re-
quested to come in with an amended permit. Paul Folkman noted that they
are waiting for a survey form on sewer connection fees sent to various towns

surrounding Mansfield. This will be ready for next week. Selectmen May and
Mahana noted that they did a very good job on their report. Board would like
to wait and vote on the whole package next week. Paul Folkman noted that
they need a program somewhat like the leak detection program.for the sewers.
It was asked how many gallons would be rescinded on pending permits. They
will have that next week. It was also asked if they could set a minimum
requirement of 200 GPD not requiring an engineer for residential permits.
This will be taken into consideration. Town Manager felt that contractors
should have a planbefore starting construction in the street.
8:30 P.M. Public Hearing - Mansfield Motor Inn Liquor License
Clerk Levine read the notice of Hearing published in the paper. Present
was Ken Bedrosian from Mansfield Motor Inn. It was asked if the appli-
cation had changed any from the original application. The only item that
has changed is the formation of a partnership for the corporation. He
noted that he is not adverse to a 12:00 Midnight license. There will be
no dancing in the lounge, but function room may be used for parties, etc.
Letters were attached from Planning Board and Conservation Commission for
the Board. Mr. Paul Dalton from CC &F was happy to see the additional motel
as the industrial park has a need for it. He is in favor of it.
