If it is leased, it would be $25,000 for 5 years. There is $29,000 now in the computer appropriation and School Dept. has about $10,000 in the computer account that could be used. Larsen - Sewer Connection Permit Present were Ralph Maloon, Richard Montana, Steven Steinberg, and Ken Larsen to discuss the sewer connection permit for Chauncy Plaza and lauddromat located at 242 Chauncy Street. Mr. Larsen showed the Board copies of his permits for the Plaza. The 4000 GPD would be for the whole plaza, not just the laundromat. He will have 28 machines in 2,000 S.F. of space. Selectman ( Levine was concerned about the amount of effluent going into the line on West Street. Mr. Larsen noted that the Board has allowed other people to tie into the line at the same location and his application has waited for almost a year for approval. Selectman May noted that when he applied, a laundromat was not suggested and he questions the amount of gallons that would be going into the sewer system. BOARD OF SELECTMEN MINUTES OF MEETING August 11, 1982 Page 3 Mr. Larsen had comparisons of other laundromats in town and how much water they used. Selectman Mahana informed him that the Town records were not accurate, which would indicate that his numbers were also not accurate. Town Manager noted that although they have State approval, they have not gotten local approval yet. After a lengthy discussion on this application, the Board decided to take it under advisement until their next meeting. Mr. Larsen would like to connect to the sewer and leave the laundromat on hold for now. Selectman May would like to see a marketing analysis on the laundromat. It was suggested to consult Town Counsel on limited use and impact. MOTION: To take sewer connection permit for Chauncy Plaza and laundromat under advisement at this time. Mahana /Levine VOTED: 4 -0. 9:00 P.M. Senator David Locke Senator Locke spoke to the Board about taking a position on the Blue Laws as they will be coming up in the next session. He would like to have the Board give it some thought. He also spoke about an amendment on a bill for revaluation. Presently it reads that the communities are required to have revaluation every two years. His amendment would extend it to every five years. The Board also asked if Senator Locke could help them with the sewer projects and the State portion of the public works bond issue projects. It was suggested that CDM sit down with Dan Eramian and go over it. Selectman Levine was opposed to revaluation every two years. Correspondence Letter from C. The light standards will be moved to East Street and the cost is about $1,800. Regarding the wells at Maple Park, one was turned on toddy and there are some bugs to be worked out. They will pump during work hours only. Regarding the Elm St. water work, Fay Spofford was requested to prepare a plan to allow a portion_of water main to be installed now from Brookside Estates to the bridge on Elm St. The cost is around $25,000 and Medeiros Bros. would do the work on this. One gate valve will have to be installed. Tony Caponigro will pay for the valve and two service connections. Parking is 5 -10 minutes in front of the Post Office. Town Manager will check with Police Chief on speeding on Main Street, and possibly use radar in the area. Selectman May asked if the ramp on Williams St. had been moved yet. As it is a public safety hazard, would like Police to have it moved. There are also two ramps on Tremont Street to be moved. Regarding the size of the water main to the new wastewater treatment plant in Norton, he recommends 12" main. MOTION: To release hold on water pipe and go with 12" water main at the wastewater treatment plant. May /Levine VOTED: 4 -0. Selectman Colella had no report. Asked if Medeiros was dumping solid fill at the landfill. Noted that there have been many accidents at Rumford Ave. & High St. and Rumford Ave and Villa St. Hedges are bad and Town Manager will check on it. Selectman May asked about downtown traffic near the Fire Station. Town Manager noted that they should be out of that area by Monday. He also brought up the Town Accountant's clerk and her duties. As she is funded under the Town Accountant's budget she should do mostly Town Accountant functions. Town Manager noted that the clerk in that office serves a dual function. She helps both Accountant & Clerk. He realizes that with two new people in the office it is creating a problem. It was felt that if Town Clerk needed help, it should have been addressed at budget time. There being no further business, Board was polled to go into executive session to discuss two items of litigation and not to come back into open session. Board polled, 4 -0. Open session was over at 10:50 P.M.
