BOARD OF SELECTMEN MINUTES OF MEETING July 21, 1982 ( Page 3 Town Manager spoke briefly on the interviews for the installation of a 12" water main on Old Elm, Elm to Oak Street. Three firms being interviewed tonight are W. Amory Assoc., Fay Spofford & Thorndike and Whitman & Howard. 8:00 P.M. Walter Amory Associates Mr. Amory was present with David Edson to give presentation on water work. Their total fee was $49,000, with a full time resident engineer on the job. They proposed to put water main under the railroad tracks as they did not think the bridge was in very good condition. They also noted that there were not any utility bays on the bridge to put the main and would involve more work and more money. Permit would also be needed from AMTRAK to cross right -of -way. If main was put under tracks, it would run right into a pond. Construction start would be sometime in November. Board asked a few general questions to Mr. Amory and Edson, had a short discussion on the permits required, condition of bridge, whether two separate contracts would be feasible, etc. 8:40 P.M. Fay Spofford & Thorndike Present were Bill Glover and Cliff Mansfield to give presentation. They came well prepared to discuss all aspects of the job. Spoke about AMTRAK permits, what would be required to put pipe on the bridge, condition of bridge, which they checked out with MDPW in Taunton and in Boston, wetland hearings that may be required, etc. Their basic price was $22,100 with prices for resident engineer ranging from $18 -27, depending on what the Board wants. They also, along with Amory Engrs. estimated 100' per day for 80 days. George Wey also asked about claim conscious contractors, which did not appear to be a big problem. Board had a.discussion with the engineers, asked questions about the railroad bridge, permits, etc. 9:20 P.M. Whitman & Howard Present were Bud Cooney and Arthur Stockus to give their presentation on the work. Arthur noted that this work would be part of the water loop to S. Main Street. They would have a full time resident engineer to in- spect the job. Had estimated 16 weeks construction time with a lump sum fee of $28,320. It was asked if the prequalification notice applied, which they replied that it did. It was also noted that the railroad permit was an exception to the bid. Board asked question about two contracts, which they did not recommend as it would cost more to do it. After interviews were over, Board, Town Manager and DPW Director discussed the presentations. Mr. Wey noted that Amory did not do enough work on their presentation and they had made some mistakes on the bridge structure. Fay Spofford was the low engineering firm at $22,100, had an excellent presentation and did a lot of research work on the job. Whitman & Howard did not have the thoroughness on the proposal for the water work. They also came in with a high price to do the work. FST were the only ones that checked on the bridge condition. Selectman Mahana felt that the open bidding was very good and competitive. After a short discussion the following motion was taken.
