had expressed concern about bottles being deposited across the street.
Also, Paul Donnelly of 75 Pratt Street, questioned the possible relocation

Planning Director P. Folkman, J. Colella representing the Housing Authority,
R. Siefert, Chairman of the Downtown Advisory and J. Wills representing
Mansfield Economic Development Corp. met with the Board. The hearing notice
was read by the Clerk.
The Town has been informed that its application has passed the pre- application
stage for a grant of $200,000 in housing rehab loans and $120,000 for revital-
ization of the downtown area. $55,000 is allowed for administration costs.
The Downtown Advisory Committee has been designated as the contact group.
The grant for revitalization of the downtown area would pay for physical capital
improvements such as sidewalks, draining, curbing, etc. Money would be targeted
for the area designated Primary #1. If any money remains it could be used for
Primary #2 zone which could be amended by a neighborhood advisory committee.
All projects must be accomplished in one year. Staffing would consist of a
rehabilitation specialist, a secretary and an assistant.
Mr. Siefert suggested that a banker should set on any committee that will
review loan applications. It was determined that members of the I.D.F.A.
and Economic Development Corporation group could do this.
Mr. Wills noted that the Mansfield Economic Development Corporation was set up
about 5 years ago, and consists of 25 people. He feels that professionals
hired under the grant money could do the groundwork, and the volunteer group
would pick up repayments under the SBA 503 program as seed money for commercial
redevelopment.
Loans would be decided on by the Downtown Advisory Committee and 5 members of
the MEDC. Funding.could be reapplied for in future years.
The Board thanked all involved for their efforts and cooperation in preparing
the grant application.

Town Manager's Report
Town Manager reported that the last of the water projects will be starting
through the downtown area around the first of August. In September the
sewer project construction will start in the same area. Traffic will have
to be diverted on Old Colony Way and Thomas Street.
Light Commissioners meeting is scheduled for Tuesday. Decision must be made
on whether the Town will purchase hydro power from Quebec. Representatives
from R W. Beck will also attend this meeting to explain the rate increase
recommended to James Hall. Also at this time the final transfer requests
will be presented for this fiscal year.

on workers' compensation. A decision on this must be made by July 15th.
On the sewer connection of the Larsen Building at Rte 106, their original

the proposed flow will be.
Town Manager gave the Board a complete report on the circumstances of the
accident involving the police motorcycle prior to its being put in service.
This matter had been the subject of many rumors and allegations. Selectman
May felt that the report was very thorough, but wants a further explanation
as to why he was originally given incomplete or incorrect information; also
that disciplinary action should be taken against the driver.

the well in East Mansfield. The last water project will connect the East
