Camp Dresser & McKee Inc. - William Mackey, Sewer Extensions Ralph Maloon, RIM Engineering, and Warren Jones, owner of the Apple Tree Diner met with the Board to request approval of a privately financed sewer extension between Chauncy Street and Central Street. Also to be reviewed is the proposal by Cabot, Cabot & Forbes for extension of the sewer line down Route 140. Both extensions will tie into the Central Street sewer and eventually to the West Street sewer. Review of the proposals by CDM will be paid for by the developers. Mr. Mackey explained that the Central Street sewer has a capacity to carry 430,000 gpd from Creedon Street. The existing peak flow in this sewer is 140,000 gpd, leaving 290,000 gpd capacity available. Downstream in the West Street sewer there is no excess capacity, as at peak groundwater times this sewer is overloaded. BOARD OF SELECTMEN MINUTES OF THE MEETING JUNE 30, 1982 Page 3 The RIM proposal is to connect the Massand building, Newport Creamery, Apple Tree Diner and the Larson building with a peak flow of about 30,000 gpd to the new sewer. According to Mr. Mackey, the Central Street sewer can accom- modate this additional flow and the West Street sewer would have a slight increase in its surcharge levels. He recommends that no additional connec- tions beyond these be allowed until the Henry Street sewer and the West Street - Spring Street interceptor are built. This severing was recommended in the original grant request to the State and EPA but was not funded at that time. Sewering in this area would take at least three years. This severing was recommended in the original grant request to the State and EPA but was not funded at that time. CDM is pursuing future grant funding at this time. Mr. Mackey also suggested instituting an infiltration detection program for the Central and West Street sewers to determine if the pipes are leaking. Sealing of any leaks discovered could cut down on the impact of flows being added by the extensions. There was discussion by the Board with most members in favor of approving the proposals, as not doing so would prohibit further industrial and /or commercial expansion, or at least delay it for a considerable period of time. Selectman Levine expressed concern regarding the impact on the West Street sewer line and the possible increase in its surcharging during wet periods. MOTION: To give preliminary approval for sewer connections for Cabot, Cabot & Forbes and Apple Tree Diner as outlined by RIM Engineering and approved by Camp Dresser & McKee, including the restrictions in Camp Dresser & McKee's letter of this date.
