The meeting was called to order at 7:30 P.M. Stan Corcoran of Massachusetts Municipal Association - Workers' Mr. Corcoran presented the proposal of the Massachusetts Interlocal Insurance Association (MIIA) for a Municipal Workers' Compensation Program which will start on July 1, 1982. He explained that the Town could cancel its present coverage with Liberty Mutual because of being in the assigned risk pool. The new program will be handled by Frank B. Hall Risk Management, Inc. with Old Republic as the insurance carrier. The carrier has been granted permission to apply a 10% advance of dividend toward members' policies and savings are expected to be 10 -35% on compensation insurance costs. The Town could commit by July 1st with a 2% entry fee; thereafter the fee goes to 3.5%. The Board did not feel that sufficient information was available to make a firm commit- ment before the July 1 date. MOTION: To take the MIIA proposal under advisement and send a letter of intent to MIIA contingent upon furthur investiga- tion by the Board of Selectmen prior to the July 15 due date for payment of entry fee. Public Hearing on Application of Hidden Country, Inc. for 4 Video Games Notice of the hearing was read by Clerk Levine. Jim Goyea, an officer in Hidden Country, Inc. stated that he wants to put in four games to provide entertainment for regular clientele. The games will be located in a small room next to the lounge, completely visible to the bartender at all times. Hours of operation would be from 5 P.M. to 1:30 A.M. on Friday and Saturday; earlier on weekends. The Board indicated some concern had been expressed that the entertainment policy at the location was undergoing a change with more emphasis on "rock and roll" music than "country- western." Mr. Goyea stated that they were using the same "mix" of entertainment but with different performers. Paul Burlingame of 199 Plain St., whose property borders Hidden Country on three sides, objected to granting the license because he fears that Mr. Goyea will have trouble with "gangs." Selectman Levine suggested that the application be withdrawn at the present time and resubmitted in a few months after a management record is established. * MOTION: To deny Hidden Country, Inc. a license for four video games without prejudice. Levine /May VOTED 4 -0. Application for a video game from Cumberland Farms, 30 Chauncy St. Gerald Assad appeared for the applicant. It was noted that when the license was granted for the first video game at Cumberland Farms, the applicant had cited the "safety" factor of having activity in the store during the night time hours. Mr. Assad stated that the motive for the additional game was "profit." * MOTION: To deny application for a second video game by Cumberland Farms. May /Levine VOTED 3 -1, McNair opposed. Application for a two day beer license from the Easter Seal Society Softball Tournament. It was determined that a license was not required because the beer is to be given as prizes rather than being sold. * MOTION: To deny license request and notify Easter Seal Society and the Recreation Commission to report complaints of drinking on the premises to the police. May /Levine. VOTED 4 -0. The Board's feeling was that guidelines for one day beer licenses should be developed in conjunction with the Recreation Commission and the advice of Town Counsel and the Police Department. Such guidelines would include the hours of operation, the area where drinking would be allowed, controls on serving to minors, etc. A workshop will be set up in the near future. Spraying is done from the street only. Town Counsel has recommended a new by -law be enacted to permit charging fees for fire and police alarms caused by faulty equipment. In regard to the Balcom Street lots, the Conservation Commission reviewed the site and originally decided no wetlands hearing was required. The Commission is now revaluating its decision. The Board of Health granted permission to construct septic systems in front instead of back. Selectman Levine questions what recourse the buyers or the Town might have if the systems fail. The Board of Health has the authority to amend their original permit and did so in this instance. The Hydro- Quebec Project needs votes from the Light Commissioners for July 13, 1982. Proposals have been received from seven engineering firms relative to the design and installation of the Elm Street water main. Costs ranged from $49,800 to $115,000. Town Manager suggested that the Board review the proposals and interview three or four of the firms prior to making the final selection. On Sunday morning there will be a power outage in West Mansfield between 5:00 and 7:00 A.M. for needed switch repairs. The Town Manager is continuing to interview applicants for the positions of Public Works and Electric Dept. Directors. He would like to have the final interview for DPW Director on Saturday morning. Selectman Colella wants to attend and give his comments. Four out of five applicants for the Electric Director position were from out of state. All have E.E. degree. A water main break on Forbes Boulevard during the week resulted in approx- imately 100 yards of road being washed out. The apparent cause of the break was a connection made 10 or 12 years ago when the industrial park was being developed. Cost of repairs is approximately $9,500, and CC &F.has agreed to pay 50% of this although the street has been accepted by the Town. Selectman Levine requested that the Town Manager check with the Board in the future before making a firm commitment on paying for such costs. Board Reports Selectman Colella passed. Selectman May mentioned a bike racing ramp located on private property on Williams Street which creates a dangerous situation for traffic. Town Manager will write to owner asking that it be removed. There was a discussion on the extensions of sewerage being planned by CCF and on Chauncy St. for new construction. Plans are currently being reviewed by Camp Dresser & McKee. If extensions are approved, the connectionswill have to be monitored carefully. Also, the State permit application for Route 140 will be amended to include a water line. Selectman Levine questioned the 132,000 flow if property has maximum use. There is an availability of 400,000 gallons in the present wastewater treatment plant. There was a request for a Stop sign on Brook St, at Samoset. BOARD OF SELECTMEN MINUTES OF THE MEETING JUNE 23, 1982 Page 6 On a Motion by Selectman May, seconded by Selectman Levine, the Board VOTED 4 -0 to go into Executive Session for the discussion of Union grievances. The meeting will not reopen in public session. Meeting adjourned at 10:05 P.M. (Executive Session minutes typed separately.)
