Adjournment BOARD OF SELECTMEN MINUTES OF MEETING June 9, 1982 PRESENT: Chairman McNair, Selectmen Colella, May, Town Manager, W. Chadwick Maurer, Jr. Selectman Levine arrived at 7:35 P.M. Selectman Mahana not present this evening. 7:30 P.M. Meeting called to order. Present were Gerri Abbott and Ralph Kain of R.T. Engineering to submit a sewer connection permit for his proposed building on Maple Street. At the present time, he is committed to a 5 year lease at CC &F and would like to buy the parcel of land on Maple Street and construct his own building. Before he will purchase the land, he needs a sewer connection permit. His building will not be constructed for another three years as he cannot break the lease he,has now for three years. The sewer would have to be extended 100' to his property. His estimated gallonage would not exceed 500 -800 GPD. The Board was concerned that they would be setting aside an allocation for this project and that it would not be used for 3 years, as this was not a standard practice to set aside allocations for sewer connections. Town Manager noted that three other projects have received allocations for sewer use from previous boards. idr. Kain..noted that there would be no industrial water use, just domestic use. Town Manager noted that it should get State approval as it is an industrial building. MOTION: That the Board approve the sewer connection permit for R.T. Engineering, Maple Street not to exceed 500 GPD. If at the time of connection the flow is more that 500 GPD Mr. Kain will have to reapply for the difference. May /Levine VOTED: 3 -0. 7:45 P.M. George Butler - One Day Licenses for Concert Mr. Butler came before the Board to discuss the concert and what type of plans he had for the fund raising concert /barbeque. He noted that the concert would be at 792 South Main Street on July 18, 1982 with a barbeque. They also wanted to sell beer at the site and had two applications before the Board: a one day beer & wine license and a commonjvictualler's license. Rick Middleton, who the fundraiser is for, was killed in a car accident and they started a scholarship fund for him at the school. This concert would be to raise money for that scholarship. He did not know how many detail police he would need, whether tickets would be sold in advance or at the gate, or how many people they were expecting to show up. He noted that the concert would not be advertised in the paper, however. MOTION: To deny the one day beer & wine license for George Butler 792 South Main Street, July 18, 1982. May /Levine VOTED: 3 -0. Selectman Levine suggested he go back and work out the details and come back to the Board. The one day common victualler's license was not acted on at this time. BOARD OF SELECTMEN MINUTES OF MEETING June 9, 1982 Page 5 Town Manager's Report Town Manager has received the inventory report from the Highway Garage, but Civil Defense is not in the listing. Board would like listing of equipment we have received from government surplus since we have been in the program. Town Manager received a letter from Apple Tree Diner on the cost of CDM to review sewer connection plans for $1600. Selectman May requested a written explanation on why it cost so much to review the plans when it cost Paul Jodice $1200 to prepare them. Town Manager had a handout from Whitman & Howard on the water system. He did not have a recommendation on it yet. He noted that we will be receiving proposals on June 18, 1982 for the water work on Elm & School Street and for municipal audit. Last week, we had bids opened on the automobile insurance and that there is no collision except on the ambulance and it will be about $26,000. It would cost $1600 for collision on the police cruisers. Regarding the traffic lights at 106 /Forbes Blvd, Equitable Life Assurance will be signing the easements on Friday. The underpass pump on North Main Street has been installed and completed. Mr. Mulcahy gave the Town Manager a sketch on the sign to be donated by the Lions Club and he will fill out the forms for the Zoning Board of Appeals. Mass. Cablevision is not interested now in the Spaulding School as there is a lot of repair needed on the roof. Cost of improve- ments could offset the lease amount. John Berry School has a leaking roof and the Town does not have the money to repair it now. It was suggested that they take money from the lease to repair it. Town Manager handed out revisions to the personnel policy. There is still a, problem with vacations. The proposal is to convert all vacations to a fiscal year basis instead of calendar year. Chairman McNair suggested the Board members take it home and review it. Board Reports Selectman Colella had no report. Selectman Levine asked about the development on Balcom.Street as she is concerned about when they were perked and where. Two lots are full of water. Some of the neighbors called her.and Selectman Mahana as they are concerned about it. There is no sewer on the street and problems might develop in the future with the drainage. She also read a letter she had prepared on the discussion with Mansfield Inn's liquor license application. Selectman May noted that the water reports are below 2 million gallons per day and asked about the Prescott wells. Should be on line soon. He asked for a list of sewer permits granted for future use, dates granted, location, to whom, time limits, if any and number of gallons per day. Chairman McNair asked about the railroad drainage behind Tartaglia's. Amtrak has stopped work on it. They received a letter on it but no plans. He also gave the Town Manager a report on a dumping violation on Robin Hill Road and Brook Street from the Board of Health dated 3/80. It should be cleaned up. * There being no further business meeting was adjourned at 10:48 P.M. May / Colella VOTED: 3 -0.
