Town Manager Maurer not present this evening., Norton meeting on water supply district. 7:30 P.M. Meeting called to order. Youth Hockey Assn. was present to discuss the possibility of having their annual carnival at the DPW Garage on East Street. Present for the Youth Hockey group were Mike Lindley, George Dentino and Jack Landers to request permission to use the garage parking lot on June 21 - 26, 1982 for the carnival. It was suggested that the attack dog might be put in the building for security purposes and that an extra patrolman could be put on duty for the evenings. Selectman May suggested having parking on one side of East Street only with traffic directed towards the schools. They would need a detail officer to direct traffic on 106. Mr. Lindley noted that the schools did not allow them to use the playground near Robinson School as school would be in session that week, and it was a non - school use. They did look into Bradlees and Foxfield Plaza, but they were not feasible at this time. Selectman Levine noted that after speaking to the Building Inspector, he informed her that commercial use is not permitted on an agricultural zone, which the DPW garage is in. MOTION: That permission be granted to the Youth Hockey Assn. to hold a carnival at the DPW Garage with parking allowed on one side of East Street only with proper signs for traffic direction to the schools on June 21 -26, 1982. Application is for an all alcoholic beverage, common victtualler's license, Mansfield Motor Inn, 60 Forbes Boulevard. Present were Ken Bedrosian and John Axelrod. They propose to build a 130 room, 5 story hotel at the new Rt. 140 and Forbes Boulevard for a cost of $3.8 million. They explained that they had been to the Conservation Commission, but had not yet seen any other boards or committees. They would begin construction in August and complete the project by the end of the year, but need a liquor license in order to obtain financing for the project. Selectman Mahana noted that the Board will be reviewing license fees and that the fee could go as high as $5,000. He also mentioned that the license would be for either 12 or 1 A.M. closing. Selectman Levine asked if they had been to the Planning Board yet for site plan approval, which they had not. The percentage of income from the liquor license would be about 5 -10% with 90 -95% of income from the rooms. Selectman Mahana was concerned about giving out another license with no existing building, as this had been done before and they have_.not,completed the buildings yet.for those licenses. Mr. Herb Levine noted that he usually stays in hotels with no liquor license and goes out to have a drink in a restaurant. He generally was opposed to the license. Tony Melchiorri noted that the past record of the Sheraton has been very good.and that they will have to get approvals from all of the various boards not just the Selectmen. He is in favor of the liquor license. Selectman Levine noted that a need has been established for a moderately prviceddhotel but does not want the Town to take another risk. She would like to see it built before handing out a license. Mr. Bedrosian noted that without a liquor license, the hotel will not be built. He also noted that it would be impractical to build a restaurant and lounge first then come before the Board to obtain a liquor license, especially if there is only one, and it may be given out at any time. Selectman McNair asked about the sewer connections and if there was a problem with that area. Mr. Bedrosian noted that they have three options to tie into the existing sewer system.
