in the grant for revitalization of streets, bridges, curbs, sidewalks,
traffic controls and drainage work. The Board will have a public hearing
next week on this to get people to come in and list any projects they
would like to see on the grant. He will probably submit this grant with
the other block grant as they are both tailored for the CARD district.
So far he has submitted 6 or 7 grants in 4 months. Selectman Levine
mentioned the electric plant and Cate Springs as two projects that she
would like to see on the grant. High Street Bridge is also a possibility.
Minutes of May 19, 1982 Approved, Levine /Colella VOTED: 3 -0.
Town Manager's Report
Town Manager noted that the DPW employees requested that the Board allow
them a summer schedule in.which they would start work at the same time
they do now, take only a 2 hour for lunch and stop work at 3:30 P.M. The
contract provides that this can be done and that the Town will still have
the right to change the hours with three days notice. Town Manager does
not have a problem with it as long as they understand that the Board can
change it back. He has interviewed five people for the DPW Director's
position and has one more to do. He is checking for references and should
have a decision in two or;three weeks. Regarding the change in work
schedule for the summer, this would include Highway, Water & Sewer & Electric
Depts.
* MOTION: To grant the Town Manager the flexibility to
reduce the lunch hour to a 2 hour for a 30 day
trial basis. Colella /Levine VOTED: 3 -0.
The Youth Hockey has requested the use of the DPW lot to have their annual
carnival. Tom Manager is concerned with the security of the building and
equipment stored outside the building. It was agreed that if the carnival
is held there, they would have to pay for police officers to guard the
property. If they agree to pay for police protection it is fine with the
Board, if not, then they will have to find another place to have the
carnival. Town Manager will talk to them about it. Selectman Levine is
opposed to having it at the DPW garage.
Town Manager noted that the School Department has requested that East Street
be closed for a few hours for graduation exercises on June 6, 1982. He
spoke to the Police Chief and they would have barriers and officers at
Hope and East Street and also at 106 /East Street. It was suggested that
they move it up to East and Ware Street.
* MOTION: To approve the closing of East Street for graduation on
June 6, 1982 with the adjustment of barrier at East & Ware
( Street. Mahana /Colella VOTED: 3 -0 Levine abstained.

Town Manager noted that he sent a letter to Civil Service on the police
chief exam. He will be getting an alphabetical listing of those who
passed probably next week and the other listing on ranking and scores
will come in later. He also sent out proposals on the engineering work
for the water main extension on Old Elm, Elm and School Streets to 10
firms. These are due June 18, 1982.
Regarding the motorcycle accident, he requested a report from the Police
Chief on it and due to the differences in reports, the Police Chief has
requested a hearing on it. This should clear up all of the conflicting
reports and any witnesses to it should come in to the hearing. This will
be June 14, 1982 at 4:00 P.M.
Regarding Selectman Mahana's request last week for a 10 year recap on
Whitman & Howard, he is in the process of getting this information.
Selectman Mahana would like the scope of services and what they charge
the town for so that he can compare other firms. Town Manager noted that
they will be upgrading the valves in West Mansfield wells. His recom-
mendation is to have Whitman & Howard do the work on the surge controls.
Cost estimate will be coming on it.
i
* MOTION: To hold on the surge control work until they find out
the cost of it. Mahana /Levine VOTED: 3 -0.
Bob Mangiaratti then had the Board sign the easement agreement on Fairfield
Park /Park Court which they had voted on earlier.
Board Reports
Selectman Mahana noted that on the Mill Street water mains, in the future
they should not replace any old mains without shutting off the old ones
first and put house services on the new mains. He realizes that this will
have to be done on a case by case basis. The inventory at the DPW garage
is 75% complete. Negotiations on the new well site are on hold as Town
Manager is waiting for a plan from Whitman & Howard to see exactly where
it is.
Selectman Levine asked when Norton would be coming in to meet with them on
the wastewater treatment plant. David Opatka did not get back to the Town
Manager yet. She also asked about the progress on the salt storage shed.
Town Manager noted that he spoke to Robert Saquet last week and he will be
stopping by to pick up material on it. She also expects to see Board members
at the parade on Monday. Leon Lombardi would like to march.
Selectman Colella asked if they were almost finished with the grass cutting
for the weekend. He would also like to see flowers in the planters on 106
underpass. Regarding no turn on red, if it is not posted, they can stop .
and turn. To take signs down, they need state approval.

Tuesday, following a Monday holiday as there is a time lag of about a
week before trash is picked up again.
* MOTION: To have the landfill open on any Tuesday following a
Monday holiday. Levine /Mahana VOTED: 3 -0.
Selectman Mahana read a letter he had sent to the Mansfield Press regarding
last week's headline about the Town Counsel's position being termed political.
Feels the Board is constantly being criticized by the paper. Selectman
Colella commended him on his letter.
* There being no further business, meeting was adjourned at 8:57 P.M.
Colella /Levine VOTED: 3 -0.
