BOARD OF SELECTMEN
MINUTES OF MEETING
May 5, 1982
PRESENT: Chairman McNair, Selectmen Colella, Mahana, Levine, May
Town Manager, 41. Chadwick Maurer, Jr.
7:30 P.M. Meeting called to order. Public Hearing - PJ's Electronic
Game Center Arcade Application
Clerk Mahana read the notice of public hearing. Present were Barry
Rosenthal, Jerry Leone, Robert Tartufo, Atty. Valarie Parson, Wayne
DeSilva and Jack Kerner of MeloTone. The hearing started with a video
clip of 20/20's spotlight on video games. Ms. Parson.proceeded to give
the Board background on the two applicants. Their building size is
about 2,000 S.F. and they will have plenty of parking. There will be no
smoking, eating, drinking and no children in during school hours. There
will be three persons in the center at all times, and the building will
have a front and rear entrance with two bathrooms. They are applying for
50 games. It was asked if there would be a patrol outside of the
building. Mr. Tartufo mentioned that they would probably have some type
of patrol for their section of parking. He also noted that there would
be no chairs in the center so that no one will be hanging around.
Selectman Colella asked if the front entrance would be off of Chauncy - -
Street and if it had been approved by the Planning Board. Town Manager
checked on this and it has been approved.
Mr. John Todesco noted that the Board should look at the integrity of the
people applying for the license and that he is in favor of it.
Mr. Frank Baldini would like to see the Board make their decision based on
the location, zoning, etc. and he feels it would be run properly by these
people and is in favor of it.
Mr. Davison, 260 Chauncy Street, felt that it would be of no harm to the
Town but was concerned with controls at the arcade and what kind of age
control they would have. Mr. Tartufo noted that young children would have
to be with parents and if children come in during school hours they will
be asked to leave.
Mrs. Anne Kaufman was also questioning age controls. Mr. Tartufo noted
that they have summer and winter hours so they are split up.
Mr. Charles Campbell noted that this is a legitimate form of entertainment.
His positive aspects were that it was off the main street, will be run by
a local resident who is a school teacher, this is the most ideal form of
operation and that he is in favor of only one arcade.
Mr. Ed Begley, 18 Shields Street noted that he had been to the one in
Raynham and thinks it is a good place to go. He is in favor of it.
Mr. Ralph Sarro noted that the Board should not act as the conscience of
the Town and that he is in favor of it. Chairman McNair noted that they
are only concerned with the location of them in the Town.
* MOTION: To take it under advisement. May / Mahana VOTED: 4 -0.

8:30 P.M. Public Hearing - Voyager I Arcade Application Chairman McNair
read the notice of public hearing. Arlene McIntosh started her presentation
by noting that she would be the sole owner and manager of the arcade. Her
contribution to the community is an alternative for leisure time of people
who do not participate in sports. She noted that the Board had received
54 letters from people in Town supporting her application. She presented
a plan of the diner which she feels would improve the.appearance of down-
town Mansfield. She noted that she would not be open during school hours
except for vacation weeks. Her hours are from 2 -3 to 10 P.M. weekdays,
11 -11 Saturday and 1 -10 Sunday. She will have adult supervision with a
railing and caution notices will be posted to remind children to lock their
bikes on the racks. She also noted that there will be a ramp for handi-
capped access and would have free play for certain groups on specified days.
She also suggested group birthday parties, etc. and free tokens for good
grades on report cards. Selectman Mahana noted that the original proposal
for the diner was an addition to it, now it is being changed to a stand
alone building and requires bathrooms, two entrances, etc. He also questioned
the impact of this on the Downtown Development Committee and there was a
question of parking spaces. Selectman May questioned the legality of a -
liquor license for the building to the diner and giving an arcade license
( for the same building to her. She noted that her application is for 25
machines and that she would be leasing the building from the Diner. There
will be a fire door, but no access to the diner. She also noted that most
of her patrons will be walking not driving to the arcade.
Mr. Frank Baldini, who owns the apartment building in the rear of the diner
objected to the arcade license and was concerned about the business location.
He feels the building is in search of an identity and he has problems with
parking and traffic in the area.
Mr. Rodney Stearns noted that he does not feel it is in the proper location
for an arcade to be run. Mrs. Connie Stearns was also opposed to the arcade
because of traffic situation in the area.
Jay Hobbs, 150 Rumford Avenue was in favor of the arcade. Selectman Mahana
asked about the conditions of a variance for the building. He believes that
Mr. Graziewicz would have to get another variance. Dennis Murray is in favor
of it and feels that they should have an arcade instead of another liquor
license.
* MOTION: To table it until they have looked into the conditions of the
variance on the building and the impact on it for this
application. Mahana /May VOTED: 4 -0.

9:00 P.M. John Glenn - Mansfield Taxi
Mr. Glenn came before the Board to discuss the letter he had received
from the Building Inspector giving him 30 days to obtain a variance for
his business or to cease operation. The Board noted that he will have
to go to the Zoning Board of Appeals for the variance. He also has not
renewed his hackney licenses yet to which he replied that he was waiting
for this evening to renew them. A letter was also received from neighbors
in the area complaining about his business being run out of his home.
The Board noted that there was nothing they could do and that he and his
neighbors would have to go to the Zoning Board hearing.
MOTION: To renew two hackney licenses to be run out of Depot
Square. May /Levine VOTED: 4 -0.
Donald Paiva noted that the neighbors are not - trying to put them out
of business.
Wayne Peterson - Article 55 Mr. Peterson came before the Board to ask
if they would support his article at a special town meeting. It was
noted that the article is presented by the sponsor, and all he would
need is to ask the Board if they would put his article on the warrant
for a special town meeting. The Board had no objection to this and
Mr. Peterson will be notified of the next special town meeting.
RIM Engineering - Sewer Line Extension. Mr. Ralph Maloon and Robert
Currivan came before the Board to seek approval of a 12" sewer line
extension off of Creeden Street going over to Chauncy Street. It was
noted that they would pay for the cost of the extension. No lift
stations will be needed. It was noted thdt the Town would probably
take over ownership of it when completed and the abutters would pay
for the cost of it. Chauncy Street will be paved and they would like
to do this before it is paved.
* MOTION: To send to CDM for review and comment as soon as possible
so that the Board can act on it. Estimate of flow should
be on it also. Mahana /May VOTED: 4 -0.
