TONNN OF MANSFIELD, MASSACHUSETTS
T014N MANAGER'S OFFICE
MEMORANDUM
TO: Board of Selectm
FROM: td. Chadwick Mau er r.
RE: Public Works Department
50 West Street, Mansfield, MA 02048
DATE: April 2, 1982
Effective April 1, 1982 Thomas Bonome has been relieved of his duties and
responsibilities as the Director of Public Works and Highway Administration.
This action was taken by me for two reasons: the first being overall job
performance, and the second being to reorganize the Department by having
a Director that possesses strong administration and communication skills
and expertise in all aspects of Public Works including water, sewer, highways,
landfill and public buildings.
The Department of Public Works is the largest municipal department with total
employment of 27 persons (water 8, sewer 4, highways 13, landfill 1, public
buildings 1) and an annual budget of $1,299,746 (water $637,282; sewer $162,083,
highway $460,173, landfill $21,998, public buildings $18,210). The department
also has major capital improvements under construction, including the 2.9
million dollars in water system improvements and the 30 million dollar waste
water treatment plant.
The new Director would fulfill the requirements of the Charter and provide
strong central administration of the Department in accordance with the policies
established by the Board of Selectmen. One of the first duties of the new
Director would be the preparation of a reorganization program which realigns
the various functions. At present the Department is divided into independent
divisions, and at times this causes problems. The central administration
could assign work on a job -by -job basis exclusive of the individual divisions.
Attached is the proposed job description as taken from the personnel policy.
As a minimum employment standard we are requiring that the new Director have
a Massachusetts Professional Engineer's registration in Civil Engineering.
The engineering registration will enable the Town to meet the requirement of
having a registered professional engineer to oversee municipal projects, as
well as review development proposals. In the past the DPW Director did review
development proposals, when requested. It is proposed that the job be
advertised as soon as possible for starting employment immediately. It is
also proposed that the compensation be on Level H of the salary schedule
which starts at $27,000 with a range through $32,000 in six steps. Funding
for the position would be 25% from the water division and 75% from the
municipal divisions.

As an interim operating procedure for the Department, the Town Manager will
have overall control and the water and sewer supervisors will continue to
operate their respective divisions and report directly to the Town Manager.
Joseph McKenna, the existing Highway Division foreman, will be appointed
acting supervisor of the Highway, Landfill and Public Buildings. He will
report directly to the Town Manager on all assignments. It will be his
responsibility to maintain work schedules, supervise personnel, maintain
records including payroll, purchasing and time records of personnel. In
addition he will have discipline authority of employees.
As foreman, Mr. McKenna presently is paid at the rate of $15,662 per year or
$301.19 per week. Extra time is paid at the rate of time and a half. With
the acting supervisor's responsibilities he will be required to put in addi-
tional hours during call outs and check the landfill on weekends, as well as
the increase in responsibility. It is recommended that he be paid a salary
of $350.00 per week plus the use of a municipal vehicle. It will be a require-
ment that the job only be temporary until the new DPW Director is appointed,
and at that time Mr. McKenna would return to his regular job as foreman at
the Highway Division.
